Irregular Threats and Mitigation Techniques: Where do we begin?
For some time now, the United States (US) has been involved in several irregular conflicts. Some have refereed to them as hybrid, asymmetric, small wars, or low-intensity conflicts. The irregular wars have been convoluted and costly, international endeavors, and required a multidimensional, or whole-of-government approach.
Ten to fifteen years-on, the US and certain host nations are still involved in some of the same conflicts, but now US fiscal restraints require individuals in government offices, agencies, and departments to achieve more with less funds; understand multifaceted inter-related topics with little or no explanation or training; and to be responsible for more with minimal administrative guidance.
This mission creep can be seen in the Dept. of State and USAID, and in the Intelligence Community, Department of Homeland Security, US Treasury, Justice Dept., all of DOD, and within numerous private and public sector companies that provide services to the US Government.
