This project snuck up on me. It emerged from some notes I had put together a few years ago, plus some research I started last fall. In part, the catalyst was the general gloom around the condition and future of the U.S. Air Force that I sensed working on a major project last summer. Because the situation is not good. It’s not defense critics like POGO calling the Air Force fighter force “geriatric“ or suggesting that it is in a “death spiral“. It’s the insiders, the in-the-loop experts. It’s people with service experience, hearing from today’s operators about the real news from bases in the U.S. and overseas, unplanned events such as F-15s being struck from active service because of aging issues, resulting in a drawdown of deployed forces. And the problem is almost entirely due to the F-35 being late. The final delivery to the USAF is due (or was due, until the latest disruptions) in 2052. ”Canada’s military is in a ’death spiral.’ This is how Minister of National Defense Bill Blair described the state of Canada’s armed forces at last month’s Ottawa Conference on Security and Defense. Blair’s comments referenced the military’s dire recruitment and retention crisis... Allies and critics are rightfully calling on Canada to meet the 2 percent of gross domestic product spending target agreed to by NATO, but the Canadian military’s troubles are deeper than insufficient funds. Canada’s ability to meaningfully contribute to major allied operations is in doubt for the foreseeable future... The report paints a bleak picture: Most of Canada’s major fleets are unavailable or unserviceable. Indeed, on average, only 45 percent of Canada’s air force fleet is operational, while the Royal Canadian Navy can operate at 46 percent of its capacity and the army at 54 percent. This means that even Canada’s minor military projection ambition — which consists of only three frigates, two fighter jet squadrons, and one mechanized brigade — is not assured. As the ninth largest economy in the world and twelfth largest per capita, Canada actually contributes little to allied security and cannot be relied upon to sustain its own limited ambition.”

Divestment for investment. There are times when task saturation overwhelms your personnel, and we must be ready for bold and innovative corrections. Too often the military hordes gear due to fear of operational degradation...only to hold hundreds of excess for the sake of a 'rainy day' and force smaller numbers of maintainers to work longer hours simply to keep the gear ready or serviceable. The DoD needs more of this.
Its the Army - you don’t need “Palantir” to set up what should be a common sense turn-in program and maintenance programs … Another recent program in the same vein aimed to stop soldiers from doing “unnecessary maintenance” both on vehicles and on the Army’s 800,000 rifles. Launched in May, the program replaces time-based maintenance scheduled, like regular six-month oil changes, with maintenance based on usage. The Army collaborated with data-broker and defense contractor Palantir on software for the R2E program to track inventories.

With a $816Billion budget and growing, and a stated priority in the National Defense Strategy and annual budgets since 2016, its hard to understand why our military cannot deploy a long range hypersonic weapon as delays and cost overruns continue. Yet, the Chinese and Russians have been able to do so. Unfortunately, the norm of such high profile programs as well as a multitude of under the radar programs, is constant delays and cost overruns, despite the enormous budget, personnel and resources that DoD has. This is just another example of how our military-industrial complex at all levels is failing us both in the deploying new systems ( for example, the readiness rates for the F-35 is just 55%, the Navy just decommissioned its LCS program after just 5 years resulting in a massive waste of tens of billions) as well as driving priorities and procurements in our military, yet the incessant gravy train keeps rolling. It really is time to take a hard and critical look at all facets of the military-industrial complex.
