Many smaller cities have outsourced their key IT functions, including security, to managed service providers, but this decision has not always been a good one. Cities of all sizes must have cyber security expertise in house. The best answer might be to train proven, current employees as cyber analysts and incident responders. You know and trust them, and they know your organization.
