The latest draft of the #COP28 Global Stocktake text is out.
We wanted to applaud that, after 28 COPs, renewable energy and energy efficiency are mentioned, as they are the best solution to address climate change. But celebrating this text is not possible.
Instead of a clear signal, it proposes a menu of voluntary options, nowhere near what is needed to address climate change and transition in an equitable manner to a renewables-based global economy. Renewables are bundled together with nuclear and carbon abatement and removal technologies, as equal solutions...
The language is shockingly weak and is not actionable enough. Hardly any words in the text call for action. Where is the ambition and the commitment? How are we expected to deliver a just energy transition with so much room for “coulds”?
Phasing out fossil fuels equitably is not an option; it is the need of the hour. We need this to go hand-in-hand with renewable energy and energy efficiency.
Now more than ever we need to keep 1.5C alive. We need a real commitment to science with rich nations owning up to their fair share. Developing countries are more than willing to triple renewables capacity, but this text is not reflective of their ambition and needs. In getting to #RenewablesNow, we must account for all realities and transition pathways, with clear mechanism and accountability
The final text needs to send a strong signal to decision-makers - public and private - pushing them to replace fossil fuels with renewables.

Just in, the #COP28 draft cover text is out. Here are some honest reactions from the REN21 team.
📣The current text is a low ambition wish list that does not go far enough. We’re happy to see that #renewableenergy and #energyefficiency have finally clawed their way in but without finance, accountability mechanisms, implementation plans, technology transfer and infrastructure development, we will not see a just energy transition.
👉🏼The energy package must prioritize the phaseout of ALL fossil fuels, ensuring that renewables become the backbone of economies and societies!
🙃 The text is inundated with a menu of activities and technology jargon that are distractions from the real means to an energy and climate-secure future – #RenewablesNow!
