Pervasive mis- and disinformation has eroded public trust and made it more difficult for governments to deliver the quality policies and services that people expect. However, by working with media, civil society and other stakeholders, public servants and policymakers have a key role to play in developing a comprehensive set of responses that strengthen information integrity whilst upholding freedom of speech.   I was pleased to join a session organized by Apolitical alongside Kimberly Girling, PhD and Emefa Tevie on “How public servants can tackle misinformation”. Très heureuse d’avoir pu présenter lors de cet entretien avec Acteurs Publics les résultats de la France et des pays de l’OCDE à l’enquête sur les déterminants de la confiance dans les institutions publiques. L’instauration de la confiance, notamment par des actions visant à améliorer la participation, la représentation et l’ouverture, est essentielle pour renforcer nos administrations publiques et nos institutions démocratiques. Il s'agit là de l'une des actions clés prévues dans la Déclaration de Luxembourg sur l'instauration de la confiance et le renforcement de la démocratie, adoptée par les ministres le 18 novembre, aux côtés d'actions visant à lutter contre la mésinformation et la désinformation, à transformer la gouvernance publique au service de la démocratie numérique, à gouverner vert et à assumer les responsabilités mondiales des pouvoirs publics et renforcer la résilience face à l'influence étrangère. 📢 Today marks a historic leap forward in efforts to protect and deepen our democracies.    Ministers and high-level representatives from the 38 OECD countries, the European Union, as well as some OECD accession candidate countries have reiterated their shared commitment to the core values of democracy and welcomed a set of actions to strengthen the resilience of democracies and increase their responsiveness to citizens’ growing and changing expectations.   Ministers were gathered in Luxembourg for the OECD Public Governance Ministerial on “Building Trust and Reinforcing Democracy”, under the chairmanship of Luxembourg and vice-chairmanship of Colombia, France, Lithuania, and the United States.   They adopted the Luxembourg Declaration on Building Trust and Reinforcing Democracy, which reiterates their commitments and supports a range of concrete actions, including:   🔹 A set of Action Plans on combatting mis and disinformation; participation and representation (including gender equality); and governing green and invited the OECD to develop further Action Plans on embracing the global responsibilities of government and building resilience to foreign influence and transforming public governance for digital democracy over the next 18 months. 🔹 The launch of the OECD Global Forum on Building Trust and Reinforcing Democracy as a platform to share knowledge, assess and improve public governance to meet the challenges facing democracies going forward. The Global Forum will assess progress and drive forward action on the basis of dialogue between OECD Members, partner countries, civil society, business and other stakeholders. 🔹 The launch of the OECD DIS/MIS Information Resource Hub, to support governments in establishing a strengthened whole-of-society approach among governments, media and civil society organisations to strengthen information integrity. 🔹 An invitation for the OECD to carry out the OECD Survey on the Drivers of Trust in Public Institutions every two years and to leverage the results to support countries in taking concrete action to build trust and track progress over time.   This shared commitment and set of outcomes testify to countries’ resolve to work hand-in-hand with citizens to make our democracies resilient and fit for the 21st century.    The OECD is proud to support and advance this work to deliver on these commitments through its Reinforcing Democracy Initiative: https://lnkd.in/ecu4HVfG   To read the Ministerial Declaration and outcomes:   https://lnkd.in/eGuJx63E

It is time to act to protect and deepen our democracies. The OECD is at the forefront of this effort through its Reinforcing Democracy Initiative. On #InternationalDemocracyDay, as we take stock of where we stand, it’s news to no one that our democracies, including those with traditionally solid institutions, are facing amplified internal and external challenges. Polarisation and political disengagement, intergenerational rifts, difficulties in taking action on climate change, as well as geopolitical tensions are but a few examples.   We know all this, but the question is: what are we going to do about it?    We must first recognise everything that democracy has brought us over the second half of the 20th century: increased individual and social freedoms, long standing poverty reduction, relative peace, and much more. We must not take those things for granted – democracy is our best option.   Now is the time to roll up our sleeves and work together to protect & deepen our democratic institutions so that they are resilient and fit for the 21st century.    I’m proud to say that the OECD is at the forefront of this effort, through our Reinforcing Democracy Initiative.   OECD and partner Ministers and governments, accession countries, and key stakeholders from business, civil society, academia and international organisations will meet at the OECD Global Forum and Public Governance Ministerial on "Building Trust and Reinforcing Democracy" on 17-18 November, under the chairmanship of Luxembourg and vice-chairmanship of Colombia, France, Lithuania, and the United States to reiterate their shared commitment to democracy and set down concrete actions to strengthen it.   Drawing upon insights from a citizens’ survey on trust in institutions (see: oe.cd/trust) , these actions will focus on five pillars: 📴 Combating mis- and dis-information 🙋 Upgrading representation, participation & openness in public life 🌐 Transforming governance for digital democracy 🌿 Governing green 🌍 Embracing the global responsibilities of governments and building resilience to foreign influence To learn more about our work on reinforcing democracy and follow Global Forum discussions live, see: https://lnkd.in/ew2r-Aut #oecd #democracy #democracyday

Reinforcing and revitalising trust in public institutions is critical to tackling global economic, environmental, and social challenges. The first OECD - OCDE Trust Survey reflects the importance that OECD member countries place on trust in government. The results show that while public trust is under strain, it is higher than in the aftermath of the financial crisis.
