From Texas’s Responsible AI Governance Act to Delaware’s AI Sandbox and Utah’s focus on AI-driven mental health tools, US states are using regulatory sandboxes to test new technologies under controlled conditions. At the same time, universities and federal agencies are launching operational sandboxes that give researchers and policymakers hands-on access to AI tools and datasets. Why does this matter? Because sandboxes are becoming critical instruments for balancing innovation with accountability and helping regulators and innovators learn together, while building public trust. Last week, Keeley Crockett and Tommaso Spinelli put together a fantastic summit that brought together Department for Science, Innovation and Technology and the Department for Culture, Media and Sport in conversation with academics to explore how we collaborate across artificial intelligence. Here are some of my key learning points: 1. Government is motivated to discover more from academics and trust the relationship. 2. There is an appetite for more days across all sectors, so if you can work out how to have regular reports of research insights in your area, this would be tremendously helpful to advisers. 3. There is a wave of optimism for using AI to improve society; it is no longer seen as an option, but a critical part of responsible governance. 4. Many things still haven't been worked out, like how to ensure AI literacy is well supported or what kind of ethical conversation is needed to protect human interests. 5. The human in the loop will matter for a long time, but specifying what this means precisely is necessary, so, in your area, try to do that swiftly. I was delighted to speak at this event and am very grateful to Keeley Crockett for continued commitment to our wonderfully collaborative Greater Manchester Combined Authority!

AI has the potential to revolutionize public health, but it also risks eroding public trust at a time we can afford no further erosion. When algorithms make decisions about resource allocation, risk prediction, or even triage, transparency becomes non-negotiable. The question isn’t just “Can AI improve outcomes?” It’s “Can we explain those outcomes in a way that communities understand and accept?” Trust is not a technical problem; it is a leadership challenge.

At the Colorado Division of Criminal Justice (DCJ), we are committed to exploring innovative and responsible ways to leverage technology to enhance public safety, improve services for victims, and increase the effectiveness of our programs. Recently, our Director, Matthew M. Lunn, Ph.D., joined a panel of experts at #IJISAIsummit2025 to discuss the critical role AI has in the landscape today. This discussion is vital to ensuring we are prepared for the future.
At #IJISAISummit2025, attendees explored the pressing question: What are local, state, and federal entities doing to fund AI initiatives? A panel led by the National Criminal Justice Association (NCJA), featuring Elizabeth Pyke, Caroline Farmer, Anthony Vidale, and Matthew M. Lunn, Ph.D., offered valuable insights into the evolving landscape of AI funding. Drawing on both state and federal perspectives, the panelists discussed the challenges agencies face in securing the necessary resources, and they emphasized the importance of leveraging best practices to ensure responsible and effective investment in AI technologies.

Last week we set out a new vision for policymaking to nearly two thousand policy professionals at Policy Festival 2025. Felix Reilly and I told the story of Humphrey, who, equipped with the latest tools from the Incubator for Artificial Intelligence, was transforming housing policy in the UK. Charting developments in AI since 2022, from early LLMs to AI agents, our closing messages were: 1. Do not underestimate the pace of AI development 🚀 2. Be demanding 🫵 policymakers are already using AI to analyse legislation, parliamentary debates and consultations. This being available is a 'when' not an 'if'. 3. The same AI that can cure diseases can also design deadly bioweapons. New state bill focuses on this threat. “I'm Alex Bores. I am from New York and I'm a state assembly member representing much of the east side of Manhattan.... I'm the first Democrat elected in New York at any level with a degree in computer science. I've worked in AI before I ran for office, and so this is a problem I actually came into the legislature excited to work on and excited to solve. One thing that I really want the public to take away is that they have power, especially at the state level. State legislators, we answer our emails, we answer our own phones. People should reach out to their local representatives and say that they want action on AI safety. They might be able to get it.
