In my opinion they cannot because these projects are SECRET which is incompatible with "ubiquitous". The secrecy also keeps their developers in "vacuum" making them unaware of alternative and potentially better solutions to problems. How does this relate to Open Banking? Well, the Open Banking folks are still grappling with the "Wallet" issue since it breaks their "mental model" which is based on mobile banking applications and quirky methods for informing Merchants what Bank you have. Maybe taking 1% of the consumer payment market is sufficient?
To be clear : For now, it is just a dream. WebAuthn w3c working group removed every "secure transaction / context " related extensions from official specifications... and browsers dev teams do not manage to follow every Webauthn moves and changes... https://www.w3.org/TR/webauthn-2/#sctn-defined-extensions
I agree that some of the EU initiatives has quite a way to go and there is a real danger of reverting to "make believe initiatives" or feeding the bottomless pit of some obscure research initiative or consultancy. As #soteu allocated quite a sizable fund for digitization yesterday the main worry would be that they do not fuck up on execution.
