Trump says reopening 'up to states'

The White House said that reopening the economy would take place in three graduated stages and that the plan would be up to state governors to execute. Phase one will see some workers head back, phase two has schools and restaurants reopening — with some precautions — and phase three sees the opening of bigger venues, according to the guidelines. Some finance executives on a newly-formed task force, however, are pushing the White House to first make virus testing more widely available in order to build wider public confidence, The Wall Street Journal reports, citing anonymous sources.
