The 2024 Defense Acquisition Workforce Writing Awards recognize original ideas and innovative approaches to tackling challenges and implementing acquisition flexibilities. The award winners showcased exceptional skill in enabling acquisition and achieving the goals set out in the National Defense Strategy (NDS) and were awarded at the event. “I’ve never seen a defense strategy that had so many phrases that tell you we need to do things differently,” noted DAU President Jim Woolsey. “Organizations don’t change easily,” Woolsey remarked. However, the acquisition community must innovate and adapt to address new challenges arising from the evolving global environment, near-peer competitors and rapid technological advancements. DoD has received “massive wake up calls” with lessons learned from evolving conflicts. These awards highlight the value Congress places on the workforces’ innovative ideas. ANDRO is a provider of advanced software defined radio products including radio frequency machine learning (RFML) and artificial intelligence (AI) technologies for wireless communications and networking. Under this contract, ANDRO will focus on delivering engineering, technical, and research services towards the development of engineering prototypes and production-ready capabilities at scale in the AI/wireless communications and RFML space. “We were notified of the award New Year’s Eve and what an exciting way to end 2024 and ring in 2025,” said ANDRO President Andrew Drozd. “The award further cements ANDRO’s position among an elite corps of ‘best-in-class’ government contractors from across the nation that are ready to respond to the Navy’s needs and complex service requirements related to AI, advanced wireless communications, and dynamic spectrum sharing among other areas. Heads Up...DoD News related to Architect - Engineering (AE) Services! (1) FINAL RULE Effective 8/26/2024 - DFARS Case 2024-D019 Architect and Engineering Service Fees. This rule changes DFARS to implement Section 2881 of the FY24 NDAA to increase the limitation of the contract price (i.e., "fee") for A-E services for the preparation and delivery of designs, plans, drawings, and specifications from 6% of the project's estimated construction cost to 10%. It is applicable to Army, Navy, and Air Force projects (references in 10 U.S.C. 7540,8612, and 9540). The new 10% limit replaces the 6% fee limitation on contract modifications for work not initially included in the contract and redesign, and applies only to that portion of the contract (or modification) price attributable to the preparation of designs, plans, drawings, and specifications. If a contract or modification also includes other services, the part of the price attributable to the other services is not subject to the fee limitation. (Personally, I've been waiting since the early 1990's for this percentage to change (and yes, I've been doing this THAT long). This makes it easier for small AE businesses to participate in the Federal space. So, YEA!) This rules proposes a corresponding change to DFARS Subpart 216.5, Indefinite-Delivery Contracts, to require DoD Contracting Officers (KOs) to use qualification-based selections when awarding task orders and delivery orders for AE services that was previously implemented procedurally under FAR Subparts 16.500, 16.505, and 36.6 procedures in 2005 under the final rule for FAR Case 2004-001 Improvements in Contracting for Architect-Engineer Services. This proposed rule adds DoD-specific statutory guidance (10 U.S.C. 3406(h)(2)) to DFARS directing KOs not to request additional info regarding qualifications unless necessary to determine qualifications for a particular task order or delivery order under a multiple-award contract. There should be little to no impact from this proposed rule since there are no procedural changes, new clauses or provisions, and no new applicability in terms of thresholds or types of contracts. Omni Federal is pleased to announce a recent award to lead the development of SOCOM’s Enterprise Training Marketplace within Digital University. SOCOM recognized a need for a comprehensive, secure, and user-friendly marketplace where SOCOM units can easily explore, select, purchase, and manage approved training from reputable vendors. Speed, convenience, and flexibility are the three core principles of this simplified procurement process. SOCOM requires an Amazon-like platform with automated procurement features that can be easily changed and adapted to meet evolving mission requirements. This single mission-enabled platform will allow users to acquire the necessary training needs of Joint Special Operations Command (JSOC), Theater Special Operations Commands (TSOCs), Special Missions Units (SMUs), and SOCOM service components. We leveraged a deep understanding of SOCOM’s distinct enterprise training requirements to conceptualize a unique SOCOM Training Marketplace design within Digital University. Our initial focus is to create a streamlined user interface and enhance the user experience for effortless navigation through the extensive pool of 100+ SOCOM-specific vendors. To capture SOCOM stakeholder needs, Omni is applying our commercially proven Human-Centered Design process adapted to meet the mission and security needs of DoD agencies. Our scope of work includes integrating an easy-to-use and streamlined procurement process, initially developed, and validated by the Digital University Program Team to expedite the acquisition of training resources. The specific and unique SOCOM Training Marketplace procurement process seamlessly aligns with the well-defined and strategically crafted set of Digital University acquisition stages, enabling integration of the two to meet specific training requirements established by the SOCOM enterprise. 🚀 Task Force Phoenix has officially taken flight! This new initiative involves forming fusion teams that synchronize cross-agency talent and unify operations to develop data-driven solutions. DISA Global Field Command Technical Director Drew Cooper led the launch of the first fusion team, stating, "This kickoff brought together talented people passionate about making a difference for DISA and our customers. We homed in on Authorized Service Interruption innovations and laid out a solid foundation with clear next steps to drive the expansion of Task Force Phoenix." Future fusion teams will focus on other data-centric challenges identified by Task Force Phoenix, to ultimately deliver the competitive advantage to Warfighters at the tactical edge.
