In 2009, URS completed Phase I and II Site Assessment activities with respect to acquisition of the Azura Oxley Northern PUD residential community that was in foreclosure. The 40 acre property was previously part of the Royal Palm Polo Club property and occupied by a practice polo field. The northern and eastern adjacent property is the Polo Club of Boca Raton golf course. The Phase I & II Site Assessments identified previously undetected arsenic soil and groundwater impacts and confirmed arsenic groundwater impacts previously assessed but not successfully remediated in the southern portion of the site. Beginning in January 2010, URS Corporation provided project management for the removal and disposal of approximately 7,000 tons of arsenic impacted soil. URS subsequently proposed groundwater remediation using in situ chemical reduction (ISCR). Chemical reduction technologies were used to immobilize contaminants of concern in place and eliminate potential migration of impacts offsite. In October 2010 the FDEP approved the groundwater remediation plan. In January 2011, URS Corporation completed installation of the ISCR permeable reactive barriers at the site along the northern and southern property boundaries in order to eliminate potential migration of impacts. Subsequent groundwater quality monitoring has shown decreases in the arsenic groundwater impacts to the Groundwater Cleanup Target Level in most areas. The Toll FL X Limited Partnership will use Restrictive Covenants with Deed Restrictions to facilitate regulatory closure.
