Mike has a superior knowledge and understanding of the legislative process. He and I worked closely together to draft the Smith-Mundt Modernization Act of 2010 (HR 5729), which modernizes how the U.S. government communicates and engages the world in a global media environment. We also worked to co-found the Congressional Strategic Communication and Public Diplomacy Caucus in the 111th Congress. Mike worked well with the House and Senate, Democrats and Republicans, Members and staff, the State Department, the Broadcasting Board of Governors, the private sector and NGOs, and the Pentagon to build significant broad support for the bill, which is now public law. And while just one example, it is indicative of his skill and personality.
I was impressed with Mike in 2009 when I served as a Marine Corps Legislative Fellow for House Armed Services Committee Member. Mike was a leader among both Republican and Democrat Congressional defense staff. He coordinated legislative initiatives at the staff-level during House consideration of the annual National Defense Authorization Act. His grasp of political strategy, national security policy, and personal relationships enabled him to advocate forcefully for legislation modernizing NRO's Charter, strategic communication authorities, and the nuclear weapons complex.
