"Low-income households often live in older, less energy-efficient homes with inadequate insulation, drafty air leaks, and outdated heating and cooling systems. These households, least able to afford upfront energy upgrades, are the ones most in need of utility bill savings. Providing low- or no-cost efficiency improvements is crucial to reducing their burdens," says Roxana Ayala, lead author of the The American Council for an Energy-Efficient Economy (ACEEE) policy brief. In 17 of the 25 regions studied, the highest energy burdens see low-income households paying 15% or more of their income on energy bills. Baltimore tops the list, with one in four households paying an average of 26% of their income on energy bills. Boston, New York City, and Rochester also face energy burdens exceeding 20%. "Utilities have for decades “been using the same playbooks to build centralized generation and associated transmission and distribution to meet long-term demand needs. And it’s largely worked,” Shah said. “But with demand growth accelerating from data centers, new manufacturing, a surge of electric vehicles and electrified appliances ... an old grid operations paradigm needs to be updated.” After roughly two decades of stagnant electricity demand, the North American Electric Reliability Corp. now forecasts an approximately 15% to 20% increase in electricity consumption over the next decade, DOE noted in its brief. And by 2050, demand could double to meet net-zero emissions targets. Importantly, this demand growth is not unprecedented, according to Louise White, a senior consultant with the DOE’s Office of Technology Transitions and Loan Programs Office. The Increasing Equitable Access to Heat Pump Water Heaters paper by Advanced Water Heating Initiative (AWHI) shares methods for overcoming barriers to adopting heat pump water heaters (HPWHs) in low-to-moderate income households and disadvantaged communities. The goal is to ensure they can benefit from the long-term energy savings, emissions reductions, and financial benefits that HPWHs provide. This paper was created in collaboration with AWHI’s equity-focused task group and co-organizers from New Buildings Institute, Northeast Energy Efficiency Partnerships (NEEP), and Southeast Energy Efficiency Alliance. This summer, the Department of Energy released policy proposals that focuses on electrification as the leading solution to mitigate buildings emissions – but the Combined Heat and Power Alliance believes that their propositions will leave critical facilities vulnerable to grid outages. The demand for electricity is expected to surge. Critical facilities such as hospitals, data centers, and military bases require constant power and cannot always depend on the grid. The CHPA is urging policymakers to include cogeneration in their decarbonization strategies.
