We have the opportunity to collaborate with some of the best technology companies in the industry to match capabilities to critical government needs. In discussion with government, one of the common questions that you will hear is, "What TRL is the technology." Technology Readiness Level, or TRL, determines whether a technology in mature enough to include in a larger system. In 1999, the GAO published an influential report called, Best Practices: Better Management of Technology Can Improve Weapon System Outcomes. This report concluded that using immature technology increased program risk and recommended wider use of TRLs. The revised and reissued report is a great reminder of best practices for evaluating the readiness of technology for use in acquisition programs and projects. The Office of the Under Secretary of Defense for Research and Engineering also published a Technology Readiness Assessment Guidebook in June 2023. Couldn’t agree with you more Adam Rentschler. There are many reasons why Bonnie Evangelista and her team have received this award. Like any great team, their passion outweighs the pain of facing all the non-believers on this road less traveled. Below I’ve outlined what I’ve seen thus far and what others can take away and apply to their journey as well. 🚀They hit the ground running and canvased the community looking for early adopters and created a coalition of believers before the platform went live. 🚀They used non-traditional methods and means to connect to industry. 🚀Their intrapreneuerial spirit is a driving force of their success. 🚀Most importantly Bonnie Evangelista’s belief to stand up for what’s right, even when it’s against the grain allowed others to follow in her foot steps. 🚀 They increased the literacy of our leaders which will allow them to pivot before the problem and use the platform. I hope everyone is watching. This is leadership and this is the future. This is more than an award but recognition of the principles, systems, structure and standards necessary to apply to whatever it is the rest of government is working on. #BurnTheBoats #COGD #IYKYK

The Department of Defense (DoD) is proposing changes to the Defense Federal Acquisition Regulation Supplement (DFARS) to implement updates from the National Defense Authorization Acts (NDAAs) for FY 2018, 2021, and 2022. These changes aim to refine requirements for contractors to submit cost or pricing data. Key updates include: 1. Higher Threshold for Certified Cost or Pricing Data: The threshold is raised to $2 million, reducing paperwork for smaller contracts while maintaining certification requirements for larger ones. 2. New Requirements for Non-Certified Data: Contracting officers can request "data other than certified cost or pricing data" to verify price reasonableness, making organized and transparent pricing documentation essential. 3. Application to Commercial Products and Services: The rules now apply to commercial items, including off-the-shelf products and services, requiring the same data submissions as traditional contracts. 4. Stronger Focus on Fair Pricing: Contracting officers have increased authority to scrutinize pricing data, even when certified data isn’t mandatory, emphasizing the need for clear, well-documented pricing justifications. The public comment period for this proposed rule ends on November 25, 2024, with comments accepted at Regulations.gov.

Department of the Air Force Chief Data and AI Office has been creating a healthy environment where academia and industry jointly with goverment share experiences and insights. DISA Expands Thunderdome Zero Trust Program Deployment; Brian Hermann, Quoted. ExecutiveGov discusses the Defense Information Systems Agency's (DISA) expansion of the Thunderdome zero trust program. In 2023, the program was deployed to 15 sites and plans are underway to extend it to 60 more sites in 2024.   The program involves four key components:  🔐 Customer security stacks 🔗 Software-defined wide area networking 📴 Secure access service edge capability, and  💯 Application security stacks.   Brian Hermann, DISA's director of the cybersecurity and analytics directorate, emphasized the program's role in advancing zero trust architecture, which is crucial for organizational security.   DISA has also finalized the contracting process to support the U.S. Coast Guard’s network security improvement efforts through Thunderdome.   Versa Networks is at the forefront of enhancing cybersecurity with their pivotal role in DISA's Thunderdome project. We will continue to refine with our Ecosystem as we drive to accelerate these technologies and set the conditions across the Department for a persistent and endemic focus on these Critical Technologies in our primary Mission Focus Areas. 2024 was great, but now the real work begins. ANDRO is a provider of advanced software defined radio products including radio frequency machine learning (RFML) and artificial intelligence (AI) technologies for wireless communications and networking. Under this contract, ANDRO will focus on delivering engineering, technical, and research services towards the development of engineering prototypes and production-ready capabilities at scale in the AI/wireless communications and RFML space. “We were notified of the award New Year’s Eve and what an exciting way to end 2024 and ring in 2025,” said ANDRO President Andrew Drozd. “The award further cements ANDRO’s position among an elite corps of ‘best-in-class’ government contractors from across the nation that are ready to respond to the Navy’s needs and complex service requirements related to AI, advanced wireless communications, and dynamic spectrum sharing among other areas. Beyond excited to announce the launch of the Platform One Solutions Marketplace! Huge shout out to the team and everyone who worked on this incredible leap forward in government acquisitions. Some of the many highlights: 1. Continuously open solicitation - Industry can submit DevSecOps solutions and be evaluated continuously, unlimited proposal submissions and evals every 30 days. 2. A digital, web based medium for DoD users to conduct market research with vendors in a post competition environment and immediately negotiate and award a variety of contracts and agreements. 3. A major focus on non-traditionals, startups, small business, commercial products and services, due to a very low barrier to entry and continuous feedback loops. 4. The P1SM is completely decentralized, allowing all other DoD users to use the marketplace without paying a fee or ordering authority training by meeting all the competition requirements for OTA's (10 USC 4021 and 4022), CSO's (DFARS 212.70) and BAA's (FAR/DFAR Part 35).
