    Special Inspector General for Afghanistan Reconstruction
    (1 year 2 months)

    Prepared the fiscal year 2013 federal Joint Strategic Oversight Plan for Afghanistan Reconstruction and developed the annual audit and inspection plan for the Special Inspector General. This involved establishing strategic objectives nd coordinating resources for Afghanistan oversight among the Inspectors General for Department of Defense, Department of State, Agency for International Development, and Afghanistan Reconstruction. Conducted strategic level risk assessments of Afghanistan reconstruction efforts and proposed areas for audit and inspection coverage. Provided strategic level guidance and oversight of the production of capstone reports on broad areas of Afghan reconstruction including lessons learned, challenges, and risks.

  • Program Director, Forensic Audits, Strategic Planning & Applied Technology

    U.S Army Audit Agency

    Established forensic audit office and designed data mining techniques for identifying process breakdowns, systemic control weaknesses, and fraudulent transactions associated with about $50 billion of contractor payments in Kuwait, Iraq, and Afghanistan. Instructed fraud detection techniques at agency schools. Performed Army-wide assessment of risk across business areas to identify emerging risk issues and high-risk areas for application of resources in a 600 employee audit organization. Identified future audits and prepared the Army's annual audit plan for the Secretary of the Army. Designed and implemented databases to capture prior audit knowledge, strategic information, and risks to support audit planning and execution within the Army. Directed division of 30 auditors and completed 33 audits of Army operations related to Homeland Defense, force protection, disaster assistance, and Corps of Engineers operations. Developed audit approach, briefed senior leaders and congressional staff on audit results, and prepared final reports. For example, audited the $15 billion reconstruction of the hurricane protection system for New Orleans and $4 billion debris removal operation following Hurricane Katrina. Crafted executive-level reports and briefed congressional committee staffers on recommendations to enhance competition and reduce subcontracting abuse. The recommended actions culminated in congressional changes to the law.

    National Geospatial Intelligence Agency

    Directed division with 17 contract personnel having primary responsibility for IT strategic and capital planning and investment control. Prepared draft strategic plan for directorate. Worked with agency transformation managers to define requirements and build technology roadmap database that linked IT investments with POM/IPOM and enterprise architecture. This initiative put NGA ahead of other intelligence community agencies in complying with law and implementing IT capital planning.
