In response to a steady increase in pedestrian deaths and a growing public desire for walkable communities that safely link pedestrians to transit, schools, and commercial and recreational areas, Montgomery County Executive Douglas M. Duncan appointed a 40- member Blue Ribbon Panel on Pedestrian and Traffic Safety in June of 2000.
Chaired by Maryland Delegate Bill Bronrott (District 16, Bethesda), the panel represented a wide range of disciplines, including County and State…In response to a steady increase in pedestrian deaths and a growing public desire for walkable communities that safely link pedestrians to transit, schools, and commercial and recreational areas, Montgomery County Executive Douglas M. Duncan appointed a 40- member Blue Ribbon Panel on Pedestrian and Traffic Safety in June of 2000.
Chaired by Maryland Delegate Bill Bronrott (District 16, Bethesda), the panel represented a wide range of disciplines, including County and State transportation engineers, local and national safety advocates, local and state elected officials, and law enforcement. The Panel’s mission was to develop an action-oriented set of recommendations to significantly reduce pedestrian deaths and injuries while addressing ways to create pedestrian-friendly walkable communities.
Blue Ribbon Panel meetings took place regularly from June 2000 to October 2001, and were open to the public. The Panel adopted the Three E’s approach to pedestrian- traffic safety —Education, Enforcement, and Engineering. Panel committees were formed and met frequently to examine problems and solutions within each of the Three E’s. The Panel heard from key local pedestrian safety advocates and several nationally recognized experts in the field, including representatives of Walkable Communities, Inc., the Surface Transportation Policy Project, and other pedestrian safety and access professionals.
The Final Report was issued in January 2002. One of the top recommendations was to establish an ongoing pedestrian, bicycle and traffic safety advisory committee to oversee the implementation of the Final Report recommendations. The recommendation was quickly adopted, and the advisory committee has met on a regular basis over the past 15 years.
