It's good to keep an eye on what the Chinese are up to, but I don't agree with your statement that " its unannounced/seemigly unapproved presence in the US EEZ is concerning and outside international norms" Operating in someone else's EEZ/ECS is not outside international norms. High seas freedoms apply. Just no exploitation of natural resources allowed.
