This is what Microsoft calls Flashlight. A new feature of Windows 10 RS5 allowing you to see the real world through the cameras. Unfortunalty the screen of my Acer Mixed Reality is dead, this is just the preview from the Mixed Reality Portal.
This kind of feature is very welcomed, I hope developers will be able to use cameras to make true MR applications.
