COGR is closely tracking the executive orders and subsequent federal agency directives of the new Trump Administration. On Friday, we published two resources: · 2025 Administration Transition webpage at www.cogr.edu that includes resources on the Executive Orders, agency directives, relevant news articles (including updates on DOGE), direct links to since archived OSTP and OMB materials from the previous administration, and examples of university communications on federal funding updates, and · COGR’s Summary of Executive Orders, which provides a brief summary of executive actions and their impact (or potential impact) on federal research. We will continue to update this summary as new executive orders are signed. COGR is also taking the following actions on behalf of our 225 member institutions: · Seeking clarity and guidance on existing research-related policies and requirements, and the new directives federal agencies are following and issuing to implement the new administration’s executive orders, · Analyzing the new actions and seeking information on the implications and consequences for pending rulemaking and policy issuance, · Contacting Administration officials and agency officials to communicate the consequences of the executive actions and to request guidance for institutions as they seek to understand changes in policies an institutions compliance obligations, and · Advocating for the membership’s interests in this changing landscape.
