The Maryland Department of Transportation Motor Vehicle Administration announced that as of October 1, 2024, all DUI offenders in Maryland will be required to participate in Maryland’s Ignition Interlock program and have an Ignition Interlock Device (IID) on their car to prevent drunk driving. With this expansion of Noah’s Law, Maryland has one of the strongest Ignition Interlock laws in the country. At today’s press event, traffic safety advocates used a car equipped with a Smart Start Ignition Interlock Device to demonstrate how IIDs can save lives by preventing drunk driving. SAFE led a packed-house congressional briefing today at the U.S. Capitol regarding the critical importance of Congress passing pending legislation -- the End DWI Act (HR 8213) -- to compel all 50 states to adopt a proven-effective law requiring ignition interlocks for all drunk driving offenders for a minimum 180 days. Today, only about one-half of states and DC have enacted this lifesaving law. The most recent state is Maryland that passed a bill this year making Noah's Law full-strength as of its effective date of next Tuesday, October 1st. Addressing the briefing were Karen Sisson, Esq. of Intoxalock, along with Brandy Nannini and Debra Coffey of Smart Start, Inc., and Rich Leotta, the father of fallen Montgomery County, Maryland, Police Officer Noah Leotta, who died in the line of duty when struck by a drunk driver during the December holiday season in 2015. Maryland's ignition interlock law is named in memory of Officer Leotta. Mothers Against Drunk Driving (MADD), National Safety Council, Advocates for Highway and Auto Safety, and Students Against Destructive Decisions (SADD) are among the organizations advocating for passing of the End DWI Act.
