About us

In December 2024, four Afghan civil society organizations, Rawadari, Afghanistan Human Rights and Democracy Organization (AHRDO), Organization for Policy Research and Development Studies (DROPS), and Human Rights Defender Plus (HRD+), hereinafter referred to as the Requesting Organizations or ‘ROs’, submitted a formal request to the Permanent Peoples’ Tribunal (PPT) to conduct a Tribunal on Gender Persecution in Afghanistan. On February 3, 2025, the PPT confirmed that the ROs request/case has been approved and included on the PPT agenda for 2025. Extensive information related to the PPT can be found on the PPT website. Briefly, the PPT was founded in 1979 based on the successful experience of the Russell Tribunal in 1968, which investigated Vietnam war crimes. One of the foundational documents articulating the principles of the PPT is the Universal Declaration of the Rights of the Peoples proclaimed in Algiers in 1976. Since its inception, the PPT has completed tribunals for over fifty cases initiated by civil society related to human rights violations/abuses using a framework of analysis with a people-centric focus. The PPT methodology starkly contrasts with that of institutions such as the International Criminal Court, the International Court of Justice, and several other formal judicial forums. Ultimately, the Tribunal is a ‘court of public opinion’ and as such has tremendous capacity to render significant, albeit non-binding judgments. For civil society actors and rights bearers seeking redress, the unique model developed by the Tribunal results in more impactful platforms than those provided through most formal courts cited above, which are distant, state-centric, and slow. The only other time the PPT had sessions on Afghanistan was in the 1980s. The PPT held sessions regarding the 1979 invasion of the Soviet Union on Afghanistan, in 1981 and 1982 respectively in Stokholm and Paris.
