The official account for the Office of the Under Secretary of War for Acquisition and Sustainment within the Department of War. OUSW(A&S) is focused on forming an acquisition system that moves at the speed of relevance, and to do that, has been shaped into an organization that provides a defense-wide adaptive acquisition framework from need identification to disposal. Using data-driven analysis linked to the National Defense Strategy, OUS(A&S) scales to enable new product and process development and supports a culture of innovation, critical thinking, and creative compliance. Looking forward, OUSW(A&S) is prioritizing initiatives focused on rapidly responding to COCOMs' needs, modernizing the nuclear deterrent, executing acquisition reforms, sustaining critical weapon systems, collaborating with emerging partners, and ensuring our Nation's industrial base is robust, secure, resilient, and innovative. To be successful, we are ensuring our more than 170,000 acquisition professionals are prepared to take on these challenges through relevant training that is tailored to their immediate needs.     24 years later, we honor the victims, their families, and the countless acts of heroism displayed by first responders, ordinary citizens and the unwavering spirit of the American people in the face of unspeakable tragedy. September 11, 2001, was a day that tested our nation, but it also revealed the resilience and strength that define our country.   • Last week, a number of A&S leaders spoke at NDIA’s annual Emerging Technologies for Defense event. The A&S representatives highlighted the OUSD (A&S) commitment to maintain robust engagement with our industry partners and drive forward our critical mission TO ensure our warfighters are equipped with the tools they need—today and in the future.  There were numerous A&S representatives at the event, including leadership:  • Under Secretary Duffey hosted the Service Acquisition Executives to discuss the future of defense acquisition and how to best deliver mission-critical capabilities to our warfighters.  • Acting ASD(S) Method hosted leaders from DLA and the Services to provide updates on the Regional Sustainment Framework. • Acting ASD(IBP) Ramdass explored ways in which the Department is expanding production capacity and securing supply chains across the industrial base.

  • #ICYMI: The Sustainment team, in coordination with @Defense Acquisition University, released the new DoD Supply Chain Risk Management (SCRM) Guidebook! This resource equips Program Managers with best practices and strategies to identify and mitigate supply chain risks—bolstering resilience and mission readiness.

    The new DoD Supply Chain Risk Management (SCRM) Guidebook is now published! DoD operates within a vast global framework, utilizing national and international supply chains to develop and maintain critical weapon systems, products, and services. Ensuring the security and resiliency of these supply chains is crucial for preserving the operational effectiveness and lethality of our forces. By protecting against disruptions and vulnerabilities, especially those from adversarial nations, we can maintain the strength and effectiveness of our military. But how do Program Managers and others find and address risks within their supply chains? ODASD(Log), in coordination with the Defense Acquisition University (DAU), published a DoD Supply Chain Risk Management (SCRM) Guidebook. The new guidebook, posted at https://lnkd.in/dug6xkjs, provides an overview of recommended roles, best practices, and strategies for managing supply chain risk, aligning with the existing program risk management framework outlined in the DoD Risk, Issue, and Opportunity (RIO) Management Guide.

  • Recognizing the important work of DASD for Product Support Lisa Smith, who recently visited Hanwha Aerospace in the Republic of Korea to explore sustainment solutions under DoD’s Regional Sustainment Framework. Her engagement underscores the Department’s commitment to advancing in-region partnerships that strengthen allied readiness and logistics resilience across the Indo-Pacific.

    Ms. Lisa Smith, Deputy Assistant Secretary of Defense (DASD) for Product Support (PS), was honored to visit Hanwha Aerospace’s Changwon facility on 23 July 2025. DASD(PS) Lisa P. Smith conducted an industry engagement to examine sustainment solutions for regional aviation assets under DoD’s Regional Sustainment Framework (RSF) initiative. DASD(PS) Smith visited the Republic of Korea to participate in the 57th U.S.-ROK Logistics Cooperation Committee (LCC) Meeting which she Co-Chairs with Director General Gabsu Lee of the ROK Ministry of National Defense Logistics Management Bureau. During her week-long visit, DASD(PS) Smith had the opportunity to visit with multiple ROK private industry companies to seek maintenance, repair and overhaul (MRO) opportunities for shared U.S. and ROK assets. Hanwha briefed DASD(PS) Smith and accompanying DoD service representatives on the company’s capacity for aircraft engine production, rotary aircraft MRO, and advanced smart diagnostics and predictive logistics technologies. Her visit highlighted the growing importance of trusted, in-region sustainment partnerships as the U.S. Department of Defense advances its logistics posture in the Indo-Pacific. During the tour, DASD(PS) Smith was introduced to Hanwha’s end-to-end engine MRO capabilities—including test cells, digital maintenance infrastructure, and our smart factory purpose-built for advanced fighter engines. We also shared our decades-long experience supporting platforms jointly operated by U.S. and Korean forces.   • Today, the United States Department of Defense announced a $10.0 million award to Elk Creek Resources Corporation (“ECRC”) via Title III of the Defense Production Act (DPA). ECRC is a subsidiary of NioCorp Developments Ltd. (NioCorp). Located near Elk Creek, Nebraska, ECRC is developing the United States’ first polymetallic deposit targeting near-term production of Scandium (Sc), Niobium (Nb), Titanium (Ti), and other critical minerals. This investment supports the March 20, 2025, Executive Order 14241 Immediate Measures to Increase American Mineral Production, the goal of which is to facilitate domestic mineral production. “Scandium alloys are increasingly replacing titanium alloy and legacy aluminum alloy components in DoD systems due to their superior lightweight, high-strength characteristics,” said Dr. Vic Ramdass, Acting Assistant Secretary of Defense for Industrial Base Policy. “Geological scarcity and limited production infrastructure drive scandium industrial shortages. Establishing a vertically integrated domestic supply chain for scandium alloy production enables multiple avenues for innovation in defense aerospace.” #ExpandTheBase #DPA
