Innovative Readiness Training (IRT) is a Department of Defense (DoD) military training opportunity, exclusive to the United States and its territories, that delivers joint training opportunities to increase deployment readiness. Simultaneously, IRT provides key services (healthcare, construction, transportation, civil affairs, and cybersecurity) with lasting benefits for our American communities. This collaborative program builds mutually beneficial civil-military partnerships between communities and the DoD to: - Provide high-quality, hands-on, real-world training for Active, Guard, and Reserve support personnel and units - Deliver and improve military readiness and partnership capability to serve when the nation calls - Contribute to American prosperity by providing diverse military capabilities to meet local needs and challenges - Strengthen the bond between American citizens, communities, and the U.S. military - Kindle a spirit of service and volunteerism among all partners and the communities they serve

  • In Gallup, NM, U.S. Navy Seabees from Naval Construction Battalions 22 and 25, alongside members of the New Hampshire Army National Guard, are engaging in a mission that embodies service and strategy through the Department of Defense’s Innovative Readiness Training (IRT) program. 🛠️🌄 Lt. Prince K. Appiah, the Officer in Charge of the IRT Gallup project, stated, "This initiative strengthens our readiness to operate in complex environments while contributing to the long-term resilience of this region. It’s not just about military readiness - it’s about responsibility." Significant achievements include the completion of a 1,136 square foot home for a disabled Marine Corps veteran and the grading of 300 feet of access road for the Navajo Nation, showcasing the dual objectives of training and community support.   • We are thrilled to share highlights from the 2025 Joint IRT Annual Workshop for Operational Mission Planners held on August 27-28! This year, we were honored to host three distinguished visitors: Major General Vanessa Dornhoefer, Office of Deputy Assistant Secretary of Defense for Reserve Integration Principal Director. Sergeant Major Scott Holzerland, Senior Enlisted Advisor to the Assistant Secretary of Defense for Manpower and Reserve Affairs. Chief Master Sergeant Israel Nunez, Senior Enlisted Advisor to the Chief of Air Force Reserve. The event welcomed over 100 guests from the Marine Corps, Navy, Army, and Air Force. Our participants engaged in insightful sessions, including the IRT 101 Brief, Joint Mission Planner’s Toolkit, and breakout forums focusing on Medical, Civil Engineering, Cybersecurity, and Resource Management. A special highlight was our in-person Awards Ceremony at LMI, complemented by a virtual audience via Microsoft Teams call. Maj Simpson expertly served as the Master of Ceremonies, announcing our guest speakers and esteemed award winners. MG Dornhoefer and Col Hogan presented the awards, while SGM Holzerland and CMSgt Nunez congratulated the recipients on and off stage.   • From March 9 to July 12, 2025, the Army National Guard, in partnership with the Native Village of Eyak, worked on the construction of dual-use maritime infrastructure in Cordova, AK. Supported by the Marine Corps Reserve, the Air Force Reserve, Bristol Engineering, Midnight Sun Environmental, and Turnagain Construction, this mission highlights the value of Civil-Military partnerships. The 1989 Exxon Valdez oil spill had long-lasting impacts on Eyak and Cordova. Through the IRT program, 184 Service members provided critical skillsets in horizontal construction, civil engineering planning, and equipment maintenance to clear 5 square acres at Shepard Point. This location will house a rapid oil-spill response facility once construction is complete. Despite facing challenges such as the transportation and replacement of heavy equipment and unforeseen environmental conditions, Service members rose to the occasion. They completed 16,470 training hours while delivering approximately $500,000 in fair market value of construction services to Eyak at no cost.   • From June 1-15, 2025, the Army Reserve partnered with the Mobile-Washington (MOWA) Band of Choctaw Indians and Delta Regional Authority to conduct the MOWA Choctaw Wellness training activity in Mt. Vernon, Alabama. This training activity provided essential no-cost medical, dental, optometry, and veterinary services to underserved communities while enhancing military readiness. Thomas Hudson, Chief Programs Officer for Delta Regional Authority, stated, “This partnership is more than a logistical achievement. It embodies a really powerful principle. When we combine military readiness with community service, everyone wins.” Training Impact: 76 service members trained across 10 Mission Essential Tasks. Treated 1,401 patients Conducted 4,532 procedures. Delivered an estimated fair market value of $591,081 in no-cost medical services. Despite challenges such as limited internet connectivity and delays in receiving medical supplies, service members collaborated with tribal leadership and local vendors to establish a reliable internet hotspot and expedite the delivery of critical supplies, ensuring continuity of care. One particularly moving story involved a patient who had saved for years to afford a dental procedure, lacking insurance. When she heard about the training, she canceled her appointment and waited for the team. Throughout the training, she regularly visited, bringing family and friends for care, and planned to use her saved money for home improvements.   • In May 2025, the Cyber Kauaʻi mission brought together over 50 service members from 18 units—including Air and Space Force, Army, and National Guard—to conduct advanced cybersecurity operations for Kauaʻi County. They carried out comprehensive vulnerability assessments and penetration testing across 16 agencies, successfully delivering more than $660K in cybersecurity enhancements and achieving 1,583 training and qualification tasks. Staff Sgt.     Yesterday, I was proud to join local, state, and federal officials at the Operation Healthy Ellwood Distinguished Visitors Day, which recognized the accomplishments of servicemembers who have spent the last two weeks in Ellwood City, Lawrence County participating in the Department of Defense's Innovative Readiness Training (IRT) program's health care clinic. The IRT was created in 1992 as part of the Rebuild America Initiative, and was developed with the intent of providing opportunities for servicemembers to gain experience in simulated, real-world situations. With the closure of the Ellwood City Medical Center in 2020, the community was left with no medical facility to manage emergencies and outpatient care, with residents facing delayed care and being up to an hour away from the nearest hospital. Through the IRT, 167 servicemembers, both acitve-duty and reserve from various military branches, have managed a health care clinic at Lincoln High School, where, in the last two weeks, over $1 million in projected market value of services has been provided to the community, with over 3,500 patients being seen for medical, dental, vision, behavioral health, and veterinary care. Broken down, it's estimated that at its conclusion, the clinic will have provided 922 dental exams, 143 behavioral health consultations, 380 veterinarian consultations, 1,255 optometry exams, and 836 medical exams. Additionally, the program has fabricated over 1,000 pairs of glasses that were prescribed through the optometry exams. Through the incredible work of many, like Col. Stephen Rubright (pictured), thousands of Ellwood City residents and those of surrounding communities received timely and adequate assistance, all at no cost. It was an honor to be given a tour of the high school and shown first-hand how this transformative work is changing lives.

  • In a powerful demonstration of partnership and preparedness, 87 Army Reserve and Idaho Air National Guard members provided medical, dental, optometry, pharmacy, and behavioral health services to underserved communities in Lapwai and Kamiah, Idaho from May 10–22. Working alongside Nimiipuu Health and tribal leaders, service members from the 328th Field Hospital, 912th Dental Company, 148th Optometry Detachment, and 1972nd COSC: ✔ Treated 709 patients ✔ Conducted 2,859 procedures ✔ Delivered an estimated $387,030 in care ✔ Met 8 Mission Essential Tasks during 10 clinical days Even with the withdrawal of a veterinary partner and equipment issues, the mission adapted and succeeded. “This is the kind of training that makes us stronger and communities healthier,” said Officer in Charge Maj.   • 🩺 Missouri residents received more than just checkups—they received the support of America’s military medical professionals. The Innovative Readiness Training (IRT) program recently deployed to the Missouri Ozarks, delivering essential medical, dental, and optometry services at no cost to the public. In the process, service members from across military branches gained invaluable real-world clinical experience that directly enhances their mission readiness. The clinic recorded a total of 2,464 patient visits, 9,808 procedures and 934 glasses manufactured - saving the community $594,634!   • From March through May, the U.S. Marine Corps Reserve’s Engineer Services Company, CLB‑25 (Red Bank, NJ), partnered with Scouting America at Camp Tamarack in Jones, Michigan. As part of Innovative Readiness Training’s Operation Build Michigan, more than 120 Marines: Trenched & installed 3,200 ft of electrical, water & data conduit Reburied 48,000 ft³ of soil Cleared 6+ acres of forested land This effort enables the construction of a new dining facility, shotgun-trap range, enhanced outdoor classrooms, and the capacity to host hundreds of scouts yearly. Facing tight windows during drill weekends and challenging weather, these Marines logged 21,600 training hours across 26 readiness standards, delivering $98K in value to the community. The next phase? Continued support by the Michigan Army National Guard.
