PRESS RELEASE - 6th ERGP Stakeholders Forum [For full version of the press release, see the linked file below] Around 150 representatives from European institutions, national regulatory authorities, the postal and delivery industry, e-commerce platforms, and consumer organisations met in Brussels on 14 October 2025 for the 6th ERGP Stakeholders Forum. In-depth discussions on the current and future challenges the broader postal sector faces and first feedback to the call for evidence for the possible future EU Delivery Act were at the core of this Forum. European Regulators Group for Postal Service 2024-2025 Chair, Dan Sjoblom, Director General of the Swedish Post & Telecom Authority (PTS), welcomed the participants. Dan Sjöblom stated: “We meet under exciting times for the European Postal and Delivery Sector. The markets evolve rapidly and our job as regulators is to assist as smooth and safe a transition as possible for all users of postal services.” The Forum provided the European Commission and national regulators the opportunity to exchange views with a wide range of stakeholders on issues relevant to the postal sector: Session I: Delivery Services - actors and the level playing field Session II: ERGP Mid-Term Strategy 2026-28 & ERGP WP 2026 Session III: Universal delivery services in a rapidly changing ecosystem – how to best protect users Session IV: Challenges of the international delivery network In a keynote speech Hubert Gambs, Deputy Director-General of DG Internal Market, Industry, Entrepreneurship and SMEs, stated: “These complex changes and challenges on the postal sector imply that postal policy needs to adapt to the new multifaceted postal reality. It is our task, as regulators and policymakers, to support this transformation and to prepare a future regulatory framework that safeguards the level playing field for all.” Petros Galides, ERGP Vice-Chair (OCECPR) and Mary Veronica Tovšak Pleterski, Director for Services at in the Directorate General for the Internal Market, concluded the Forum. Petros Galides said: “The postal and delivery sector is undergoing one of the most profound and enduring transformations in its long history. It is our shared responsibility to guide this change in the right and most beneficial direction. In this context, we are confident that regulators across the European Union will soon be equipped with the right regulatory framework — one that strengthens the competitiveness of the postal market and, ultimately, serves the wider economy and society.” Mary Veronica Tovšak Pleterski concluded: “For us the point of departure is that the Single Market is our European home market, with improved interoperability, openness and fair competition. We encourage you to provide us with your input and ideas in the call for evidence and the forthcoming public consultation.”

The ERGP is composed of 28 NRAs from EU countries. The Commission, the EFTA Surveillance Authority, NRAs from EEA states (Norway, Iceland and Liechtenstein), Switzerland and 4 EU candidate countries (Turkey, the Former Yugoslav Republic of Macedonia, Serbia and Albania) participate as permanent observers to the group. Other ad-hoc observers may also be invited to the meetings of the group (currently NRAs from Moldova, Bosnia and Herzegovina).

Avrupa Posta Hizmetleri Düzenleyicileri Grubu (ERGP) Genel Kurul Toplantısı ve kamuya açık çalıştayını başarıyla tamamladık. İki gün boyunca, 40'dan fazla ülkeden gelen posta düzenleyicileri ve sektör paydaşlarının katılımıyla ekosistemin geleceğini değerlendirdik. Dijitalleşme, sürdürülebilirlik, kullanıcı hakları ve adil rekabet ekseninde yürüttüğümüz değerlendirmeler ile sektördeki dönüşüm sürecine yön verecek stratejik öncelikleri hep birlikte ortaya koyduk. Posta hizmetlerinin dönüşümünde düzenleyici otoritelerin rolünü, çok paydaşlı iş birliğinin gücünü ve ortak vizyonun değerini bir kez daha teyit ettik. BTK olarak, küresel ölçekte güvenilir ve yön gösterici bir regülasyon merkezi olma vizyonumuzla, dijital çağın gerekliliklerine uyumlu, kapsayıcı ve yenilikçi bir posta ekosistemi inşa etmeye devam edeceğiz. PRESS RELEASE - European Regulators Group for Postal Services (ERGP) 28th Plenary meeting Istanbul 2nd July 2025 The European Regulators Group for Postal Services (ERGP) held its first Plenary meeting for 2025, under the chairmanship of Mr Dan Sjoblom, Director-General of the Swedish Post and Telecom Authority (PTS), supported by the Vice-chairs Mr Petros Galides, Deputy Commissioner of Electronic Communications and Postal Regulation (OCECPR) and Dr. Sandra Maximiano, Chairwoman of the Board of Directors of the Portuguese National Communications Authority (ANACOM). Dan Sjöblom said: “ERGP welcomes the initiative by the EU Commission to review the current regulatory framework and looks forward to continuously support the Commission in its work with the proposal for the EU Delivery Act, due for late 2026.” The Plenary discussed and approved the ERGP’s Draft Work Programme (WP) for 2026, as well as the ERGP Medium Term Strategy (MTS) 2026-2028. The Draft WP 2026 and the MTS will be submitted for public consultation from 7 July until 3 October 2025. Furthermore, the Plenary adopted the following documents: -ERGP PL I (25) 4 - ERGP Report on the outline of the future postal regulatory framework -ERGP PL I (25) 19 - ERGP Report on the outcome of the public consultation -ERGP PL I (25) 11 - ERGP Report – The delivery ecosystem: value chain and new business models -ERGP PL I (25) 8 - ERGP Report on Postal Price Indicators The reports will be made public on the ERGP website. On 1 July, prior to the Plenary, the ERGP held a public Workshop on “The Postal Sector in a Digital Age: Innovation & Regulation”. The workshop addressed the impact of digitalisation, artificial intelligence, and automation on postal services as well as the opportunities for innovation and sector-specific challenges. The results will feed into the work of the Report on technological changes and environmentally sustainable solutions in the postal sector (to be adopted at the 29th ERGP Plenary). Petros Galides who moderated the workshop stated: “The Workshop reiterated the power of technology and innovation to increase efficiency, improve user experience and reduce emissions, the obligation to enhance the security and resilience of postal services, and the necessity for the enhancement of trust and cross-sectoral and global collaboration.” Sandra Maximiano said in the keynote speech: “Postal services stand at a pivotal point, where digital transformation, AI, automation and the evolving expectations and needs of users are reshaping the sector. As innovation drives efficiency and improves service quality, regulation must safeguard fair competition and the provision of postal service with adequate quality to all citizens in Europe. It is essential to balance technological progress with user protection, and the ERGP plays a key role in guiding this evolution, ensuring that innovation continues to serve the public interest.”

CALL FOR INPUT - ERGP Work Programme for 2026 The activities of the ERGP each year follow the annual Work Programme (WP), developed through broad stakeholder consultation to ensure that the work undertaken aligns with the needs of the postal sector. The WP 2026 will be shaped in line with the ongoing development of the Medium-Term Strategy 2026–2028. It will address key considerations such as the review of the postal regulatory framework, the resilience of postal infrastructure, technological developments, the impact of Big Data and AI on postal regulation, and consumer protection. Additionally, the WP 2026 will incorporate long-term challenges and trends within the postal sector. To ensure wider stakeholder participation from the outset, we invite you to submit your proposals, suggestions, ideas, or specific topics/issues to be considered for the ERGP WP 2026. You are also welcome to suggest potential deliverables. The draft ERGP WP 2026 will undergo public consultation, expected to take place in Q3 2025, and will be presented at the annual Stakeholders Forum. The final version of the WP 2026 will be approved during ERGP Plenary II in November 2025.
