About us

The Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)) oversees the DoD SBIR/STTR programs. These competitive programs are Congressionally authorized set-asides established to encourage domestic small businesses to engage in research and development with the potential for commercialization. The SBIR/STTR programs support scientific excellence and technological innovation through the investment of Federal research funds in critical American priorities to build a strong national economy and accelerate capabilities to the warfighter. OUSD(R&E) provides the Office of the Secretary of Defense (OSD) a single point of contact for Congress, the Small Business Administration (SBA), Government Accountability Office (GAO), and the interagency SBIR/STTR community. -In Phase I, the small business must do at least 2/3 of the work
-In Phase II, the small business must do at least 1/2 of the work
-The small business must be the principal investigator’s primary employer

STTR

-The small business must partner with a U.S. research institution
-The small business must perform at least 40% of the work
-The research institution must perform at least 30% of the work
-The small business must manage the STTR funding agreement
-The principal investigator may be employed by either the small business or the research institution

  • From a small startup in Tucson, Arizona, to an operating arm of one of the world's largest companies, few stories showcase the power of SBIR/STTR quite like Sensintel. With early support from the Department of the Navy SBIR/STTR Programs, Advanced Ceramics Research transitioned from creating cutting-edge rocket components to developing one of the most sophisticated unmanned aerial vehicle (UAV) systems in the world.   • 🎥 𝐇𝐨𝐰 𝐝𝐨 𝐲𝐨𝐮 𝐝𝐞𝐭𝐞𝐜𝐭 𝐝𝐚𝐧𝐠𝐞𝐫 𝐛𝐞𝐟𝐨𝐫𝐞 𝐢𝐭 𝐬𝐭𝐫𝐢𝐤𝐞𝐬? With support from AFWERX, Safe Environment Engineering created a real-time sensor and communication system for chemical, biological, radiological, nuclear, and explosive threats. Their technology has protected large crowds at presidential inaugurations and the Academy Awards and supported disaster response after Superstorm Sandy and Hurricane Irma.
