Personally have filed protests before and after award with the General Accountability Office (GAO) and filed appeals post award to the Armed Services Board of Contract Appeals. Successful in 8 of 10 appeals to the ASBCA while employed in the environmental hazardous waste field by Laidlaw Environmental Services/Safety Kleen/Clean Harbors.

work (SOW) and issued contracts for Phase I and Phase II environmental studies, and
asset management disposition contracts Performed due diligence file review, and
broker services involving failed Savings and Loan Associations. Instituted contract
type review that resulted in 12% savings after time and materials contracts were con-
verted to firm fixed price type contracts.
