I have extensive experience with US Navy and International AEGIS Combat Systems operation and training. Over nine years of sea duty, primarily as Force Track Coordinator (FTC)/Tactical Information Coordinator (TIC)/Track Supervisor. Held qualifications for Anti-Air Warfare Coordinator (AAWC), Anti-Surface Warfare Coordinator (ASUWC), and other CIC coordination and supervisory level submodes. Enlisted Intelligence Assistant.
Significant career achievements include:
FAAWC (U/I) over a four carrier Battle Group during Operation Desert Shield (USS Mobile Bay) (awarded FLOC).
FTC/TIC in the North Arabian Gulf during Operation Desert Storm (USS Mobile Bay) (awarded FLOC).
Division Training Petty Officer at 3 commands, achieving outstanding comments from fleet inspectors (awaded LOC)
As a defense contractor, my positions include:
Curriculum Developer for the AEGIS Computer Networking Technician (ACNT) course of instruction at ATRC, Dahlgren, Va., in support of AEGIS Baseline 7P1.
Computer-Aided Submode Training (CAST) Lead Developer for multiple US Navy and International AEGIS Baselines. My expertise in this area is with the "Next-Generation CLASS (NGC)" system being deployed in support of Baselines 7P1R, CGM CR2, CGM CR3, Spain and other baselines. I also assisted in the development of a demonstration for the Littoral Combat Ship (LCS) Program. NGC CAST lessons simulate the AEGIS tactical system and are used to perform operator Submode training in support of AEGIS Training and Readiness Center (ATRC). The lessons can be run in multiple operating system environments, such as: Windows, LINUX, Solaris on the Q-70 consoles aboard ship. The lessons must conform to SCORM/ADL requirements. NGC lessons are developed using Adobe Flash and have many advantages over the legacy CLASS developed CAST lessons (used on previous Baselines).
AEGIS Combat System SME; Link-11; Combat Information Center Operations, Watchstations, Communications & Training; Training Program Development/Administration; Telecommunications. Intelligence & Security.
I have experience with all AEGIS Baselines, including Ballistic Missile Defense (BMD), 7P1R, Cruiser Modernization CR2 (CGM), Littoral Combat Ship (LCS) and Foriegn Military Sales (for Norway, Spain, Japan, Korea, Australia). Having solid experience with IP and Switched networking.

Conduct Independent Validation & Verification on technical training delivered to the US Navy in support of AEGIS Training and Readiness Center; Training content consists of tactical system/combat system simulations developed in Macromedia Flash and other multimedia software (such as IconAuthor) to teach sailors system operation, maintenance and repair knowledge and skills. Act as subject-matter expert to review and comment on lesson accuracy and presentation. Submit reports to the government program office and work with contractors to resolve program and technical issues. Consult system specifications and other technical publications and compare lessons to the tactical systems in a lab environment to ensure the best product possible for the navy. Update and correct documentation and content errors.

Senior. Lead a team of subject-matter experts and Flash programmers to develop complex, multi-browser training simulations in support of Lockheeds Computer Aided Submode Training (CAST) contracts for use by US and foreign AEGIS Combat System operators for a wide variety of AEGIS baselines. Consult technical publications and specifications, identifying and correcting errors in the content or within the publications as they are found. Utilize tactical system lab time to develop training content in an Adobe Flash environment. Utilize navy subject-matter expertise to gather system knowledge and skill requirements which are then inserted into either Flash program code, XML or HTML files for use in training simulations. Ensure content is SCORM/ILE/ADL compliant and integrate it with the Learning Management System. Conduct quality control reviews prior to product delivery.

June 2001 — October 2007 (6 years 5 months)
Began at Lockheed developing curriculum for the AEGIS Computer Network Technician Course of Instruction. This 8 month course focuses on the repair and maintenance of the AEGIS Combat System's several networks and associated equipment. After this assignment, I joined the Operations Support team in the Foriegn Military Sales group where I was involved with developing multimedia presentations for use in the classroom. The duties required extensive use of PowerPoint, Photoshop and other presentation and graphics tools. I was also called upon to perform formal classroom training and assist with lab support. For a period of about 5 years, I was the senior team member in the development of Computer-Aided Submode Training (CAST), which simulates the AEGIS tactical system for training system operators. This training is produced using Adobe FLASH and must conform to Navy ILE/SCORM standards.

October 1996 — March 2000 (3 years 6 months)
My position with Mindspring began as its first Network Engineer when the company had approximately 7,000 dialup customers. Within 6 months, as the center and our network expanded, a need was identified for a manager to coordinate day-to-day tasking and the handling of trouble reports. I was selected to assume this role and to build the business rules under which the Operations Center would function. Dedicated employees made this a relatively smooth task and I would like to think that we became the Network Operations Center that other ISP's envied and modeled. I continued to remain involved as a "hands on" manager as much as possible and often volunteered to assist with site turnups or resolution of trouble tickets. When I left the position after nearly 4 years, the network supported over 1,000,000 customers.

Developed and implemented a complex and thorough training program for use within the Operations, Engineering and Technical Support departments. This position involved the design of training packages to meet specific task requirements regarding networking and telecommunications equipment/procedures, setting and tracking employee goals and achievements, and submitting regular department training reports to executive managers. The program encompassed up to 65 personnel within 8 sub-departments which included Network Operations, Engineering, Provisioning, Installations, Web Services, Web Engineering, Technical Support and Enterprise Management Services.

March 1992 — October 1996 (4 years 8 months)
Although this position was vastly different from my navy training, it was the first decent job I was able to find after returning home after nearly 5 years stationed in Japan. I was responsible for ordering the mechanical equipment, vehicle parts and maintenance items for a county with a fleet of over 3,000 vehicles.

October 1995 — April 1996 (7 months)
Prior to taking on the management role, I worked with two other network engineers on troubleshooting network issues over our TCP/IP network and the phone company's packet switched and high-speed data networks. Equipment associated included Central Office DMS-100/250, 5-ESS, and other switches, line trunks, D/A conversion equipment, channel banks, patch panels, CSU/DSU's, HUB's, Router's, Smart Jacks, etc. I also regularly assisted in circuit turn-ups, site wiring, and equipment installations. Utilized Network Management System software to monitor the network, generated trouble tickets, and resolved network issues striving to maintain a strict four hour mean-time to repair standard. Troubleshooting involved the following equipment: Customer premises equipment such as ISDN adapters, Dial-up Modem pools, routers, hubs, communications servers, DS0, T1/PRI, ISDN, and T3 data circuits, switches, line-trunks, channel banks, as well as provisioning and translations issues with telephone companies.

June 1980 — July 1991 (11 years 2 months)
The majority of the 10 years was spent in the Anti-Air Warfare arena, primarily as Force Track Coordinator / Tactical Information Coordinator. My duties included the coordination and management of tactical data link systems and to detect, analyze, track and report sensor information via the data link to senior commanders. I held this position for 6 years, culminating in 1991 while serving aboard USS Mobile Bay (CG-53) during Operation Desert Storm. During Desert Shield, I served as Force Anti-Air Warfare Coordinator (FAAWC) over a four carrier battle group- a position normally reserved for senior officers. My collateral duty was Training and I served in this capacity at three commands over 6 years, receiving commendations from my commanders as well as fleet inspection teams. Training was a high priority and I demonstrated this by qualifying in all OS related Combat Information Center watchstations as well as several qualifications reserved for officers.
