Experience

Deputy Ethics Counselor

Department of the Interior, Bureau of Ocean Energy Management
– Present (3 years)Northern Virginia

Stood up ethics program for new, risk-averse bureau formed from scandal-plagued predecessor. With all bureau employees restricted from owning most oil and gas company stocks, routinely issue orders to divest holdings and handle waiver requests. Significantly improved visibility and accessibility of ethics office through creative (not boring!) training and short tips throughout the year. Created ethics training for 15 Special Government Employee members of a Federal Advisory Committee. Improved process for designating financial disclosure filers, ensuring timely identification of potential conflicts of interest. Identified discrepancies in supplemental regulations and sought enforceable solutions. Rewrote outdated forms and policy documents. Participated in numerous Office of Government Ethics training programs, ranging from gift acceptance to post-government employment rules. Formed partnerships with other government ethics officers. Active in Interagency Ethics Council and bureau diversity initiatives.
• Completely revised mandatory (all agency employees) annual ethics training by incorporating interactive "ripped-from-the-headlines" examples presented at headquarters and field offices.
• Single-handedly reviewed and certified 300+ OGE-450s and OGE-278s in first few months on the job.
• Researched private-sector compliance programs, looking for best practices to implement.
