Larry Fondren's Summary

For more than two decades I’ve been engaged in an ongoing endeavor to increase the transparency, equity, efficiency and liquidity of the U.S. fixed income markets. I believe that systemic changes in the structure, diversity and transparency of that market are necessary to restore investor and regulatory confidence, and to promote sustained economic growth domestically and globally.

In the early 1990s, I developed and operated InterVest, the first SEC-regulated “Proprietary Trading System” (a precursor to the current Alternative Trading Systems) that provided a fully-transparent forum for anonymous secondary trading of corporate and municipal bonds and other fixed-income securities among institutional investors, brokers and dealers. I also launched the first Internet-based primary-market offering facility for issuers of investment-grade corporate bonds and asset-backed securities. The system allowed issuers to receive executable bids for their new issues directly from qualifying institutional investors competing in centralized when-Issued order-books and live single-price auctions.

In 1998, I testified before a Congressional Subcommittee regarding the adverse impacts of the lack of price transparency in the OTC bond market. Our subsequent global economic experiences have provided their own supporting testimony as well.

A confluence of developments – the introduction of TRACE data collection and dissemination and the evolution of the democratic Internet among them – position today’s bond market for the dawn of a dynamic new “Age of Aquarius” environment, in which an equitable all-to-all trading model and the OTC trading model mutually operate and exponential increases in liquidity result.

Transparent. Anonymous. Equitable. A level playing field. These terms have not traditionally been associated with the bond market, but I’m committed to changing that.
