SAWAR moved me from the SPS CMO position where I was seconded to ASN to assist MNCI PCO in the area of Move, Add, Change (MAC) on the NMCI $8B IDIQ contract. Was able to set a pricing structure where various change elements and tasks were pre-priced and when he DoN activity had to relocate and had a MAC the pricing was done by reviewing what tasks needed to be performed under this performance contract. For example, move 100 people from building A to Building B. The contractor proposed what they thought needed to be done and government personnel reviewed the task and when agreed upon, the pricing was automatic and T.O was written.

Worked for SECNAV Paperless Program Office as the Navy SPS CMO Program Manager to implement the Standard Procurement System throughout the Navy and Marine Corps procurement activities. Went to every Navy and Marine Corps procurement activity and made sure the had it up and running and were doing all their procurement work on SPS. I worked with the other services and DoD to help write the software from a requirements prospective. Was recognized by DoD for my work on the SPS Program.

I supervised, trained and mentored 3 GM-15 purchasing branch heads and over 29 contract specialists and clerical personnel. Also was the Comand person to brief Command along with Office of Council on the Procurement Reforms and Tail Hook. Was the US representative in a FMS procurement MIDS which included travel to Germany, France and Italy. After my positions in procurement I lead SPAWAR in the automation of the procurement function which lead to the SPS.

Started out as a analyst the promoted to Head, Competition Advocate, the temporary appointed to an SES position as Command Competition Advocate. Reported to Command four star General Skantz and General Randolph. In 1984 Congress pass the Competion in Contracting Act (CICA) and I went to AFSC to help the Air Force achieve more competition throughout the Air Force. We met with all Divisions, Centers, PEOs and Program Managers and initiated a three year plan to demonstrate how the Air Force would improve the number of procurements competed. We looked at purchasing Data Rights, breaking out component where the OEM had a sole source and re-engineering parts so we could provide others manufacturers with the wherewithall to submit competive bids.
