Systems Integration – Manager of communications Architecture for the Patent and Trademark Office (PTO) automation project. Designed LANs, XNS higher layer protocols, Gateways, IBM channel emulators, and LAN COTS software products. He also performed requirement analysis and preparation of specification for LAN hardware and software and served as the chairman of the Source Selections Evaluation Board (SSEB).
Government RFP Development – managed communication specifications production and SOW for the Veterans Administration (VA) IDCU project. IDCU intended to modernize existing VA communication capabilities by procuring a new generation private packet switch network and replacing existing TymNet network.
Developed price comparisons on designing a packet switch network from grounds up versus using an off-the-shelf WAN and Piggy Bagging on it.
Responsible for capitol investment analysis, product and technology identification and BOM development.

Mr. Dastvar was senior operations manager and performed requirement definition, traffic analysis, interface specification, systems design, and implementation for MCI-Mail packet switch X.25 network. He was NOC manager. He established daily operations policy, scheduled shifts, and coordinated upgrades with the development group. His group performed vendor evaluation, benchmarking, network design, operation management system HW & SW upgrade testing, and network debugging. He formed and managed a network “fire-fighting” group, which operated 24 hours a day. He also supervised the performance and acceptance testing of new network software releases, and controlled its distribution throughout the network. Mr. Dastvar trained operation personnel in packet switching and network operations methodology and procedures.

Software Development – The project involved automating satellite ground stations using Tandem Nonstop II. He developed numerous applications and system modules on Tandem using TAL and graphic utilities and modified Tandem utility programs. He was involved in the integration, debugging and acceptance testing of the off-the-shelf software packages. He acted as the point of contact for Comsat hardware engineering group to aid in solving interface and data collection issues.
Systems Engineering – Performed analysis, design, and implementation of the Military Features Controller (MFC) to provide multi-level precedence and preemption capabilities to the commercial telephone switching equipment used on the Autovon network.
