I call myself a compliance advocate (instead of 'compliance professional') because I take a pro-active and results-oriented approach toward regulatory and contractual compliance, one that turns the traditional notion of compliance on its head. Rather than a 'necessary evil' that encumbers and slows business, compliance done right takes the form of robust advocacy to advance and protect the client's interests, and I strive to maximize the benefit inherent in my client's relationships with business and government counterparties.
My career as a compliance advocate began when I was in the Air Force, even before I went to law school, and continues now in the healthcare revenue-cycle management arena.

I improve our clients’ profitability by discovering and correcting cases of non-compliance by business counterparties that resulted in lost revenue. Our clients are hospitals who object to the way their patients’ health plans have responded to their bills. With each claim I determine if the payer fully complied with its legal obligations to our client under governing federal and state law and contractual provisions; and when not, I advocate on the client's behalf to maximize each claim's full and complete reimbursement. Moreover, at each step I communicate actionable advice by apprising the client of my findings and actions and the results thereof.

I provided solutions that answered a key compliance challenge faced by the clients: human resources professionals and third-party recruiters who needed to investigate prospective and current employees via background screening and/or substance testing in a way that did not violate the individual's legal rights. The difficulty arose from each client's unique and sometimes contradictory combination of federal and state laws and industry requirements that simultaneously permitted (or even required) an investigation and that also restricted the employer’s latitude to investigate or to act on the findings of the investigation.

January 1996 — May 1998 (2 years 5 months)
My principal assignment on active duty in the USAF with the 6th Civil Engineer Squadron at MacDill Air Force Base, Fla., was as a Quality Assurance Evaluator of a contractor in a long-term and multi-million-dollar engagement with the U.S. Air Force. We ensured the contractor complied with all its contractual obligations and a multitude of federal, state and military laws and regulations; designed and specified special projects; drafted statements of work and negotiated contract modifications as needed; evaluated the completeness of the contractor's performance; reviewed the contractor's invoices for accuracy; and served the base commander and other units at the base as technical expert with regard to the contract's subject matter.
Active-duty service in the USAF from Jan. 1995 to July 1998 with an Honorable Discharge; was awarded a Below-the-Zone promotion and the Air Force Commendation Medal; and was selected as the Airman of the Quarter (squadron, group, wing) and as the Airman of the Year (squadron, group) of local units as indicated.
