Reporting to the Director General, Andrew is responsible for all ICE internal operations and activities, whilst the Director General focuses on ICE´s external impact and group-wide direction. Andrew´s key task is to deliver ICE´s performance against the business plan including greater operational efficiency, increasing effectiveness and continuous improvement.
Andrew holds a Master of Business Administration degree, is a Certified Management Consultant and a Chartered Civil Engineer. Andrew brings experience from the professional services sector, with a strong mix of project delivery and sound commercial acumen. Andrew previously worked as director of management consultancy within the Atkins group both in the UK and overseas.

Andrew previously worked as director of management consultancy within the Atkins group both in the UK and overseas.
He was responsible for approximately 360 staff within the business and some 250-300 projects with a turnover of £30m. Clients included a full range of sectors from utilities to financial services, central and local government (including security), heavy industries, multinationals, aviation, rail and highways. Andrew´s commercial acumen was recognised in his appointment as one of a handful of stage-gate reviewers for the bidding and project delivery process across the business.
During 2005/06 he was based in Hong Kong, leading a business in the Asia Pacific region, with mainland China being the key market. Clients included the Chinese Government and multinational organisations. Andrew grew a small management consulting team, based in Hong Kong, Shenzhen and Shanghai, and developed market, feasibility, and viability studies, due diligence, commercial and deal structuring advice.

Before starting a business in Hong Kong, Andrew led a unit of the UK business consultancy. As Head of Business Andrew also acted as head of profession and `Certifier´ for the Institution of Management Consultancy´s (IMC) professional qualification of certified management consultant (CMC). He was invited to promote the business by public speaking at meetings held by professional bodies and at conferences. As a consultant he undertook client work mainly in the regulatory arena and was involved in leading a multi-disciplined team in efficiency studies including a project for the regulator for Consignia (Royal Mail) in 2002 and review projects for the Serjeant at Arms (House of Commons). He also delivered internal projects such as post-acquisition due diligence for other parts of the Atkins group.

Andrew first joined Atkins in 1998 within the Water Regulatory business where he led Audits and reported to Ofwat for a number of water companies. During this time he won two national awards from Ofwat – in particular he gained a commendation for his reports on transfer pricing. He has also undertaken project work for Railtrack and the London Underground Infracos as well as a number of water companies overseas including in North America, Australia and Africa.

Before joining Atkins in 1998 Andrew worked as an independent consultant for clients including Southern Water and The Environment Agency, both in the delivery of capital works projects, and Yorkshire water in the delivery of their fast track drought schemes of 1996.
Between 1989 and 1994 he worked as a graduate engineer in the Water Business of Carl Bro in Peterborough where he completed his design and site experience. He worked mainly for water companies and the Environment Agency. Prior to this he graduated in 1989 with a Degree in Civil Engineering from the University of Nottingham.
