The primary role of the General Services and Travel Section Chief is to provide leadership and direction to the General Services and Travel Section; and to direct and optimize budgeted resources to meet the Section's objectives and deliver on agreed results.  

 

PRINCIPAL FUNCTIONS:

  • Travel Services Administration:Provides oversight of  the travel services rendered to the Bank by the contracted  travel agency. This includes drafting new policies and policy revisions; developing internal procedural systems that correspond to policy requirements for travel authorizations and allowable expenses; and developing procedures related to the travel Agency's services, coordinating improvements in the reservation services and accounting methodologies with the Agency's management, and participating in the travel contract selection process.  Negotiates directly with Airlines, Hotels, and suppliers most utilized by the Bank for favorable rates, airfares and conditions.
  • General Services Administration:  Coordinates and supervises the provision of Bank-wide contracted services, including: household goods shipping services; food services, including related services for special events; printing and reproduction services, childcare services; mailroom and messenger services janitorial services and recycling program; and other Bank-wide contracted services.
  • Service and Contract Monitoring:  Keeps abreast of changes and innovations in the travel and administrative services industries in order to determine how these changes can affect the services rendered by the Section and its contractors, and what adjustments are required as a consequence. This includes recommending changes to policy and relevant systems, as required, and following up with a change management plan to implement approved enhancements.  
  • Resource Administration:Supervises Section team of 10, with a contracted work force from service providers. Oversees the development of work programs for Section staff conducts annual performance evaluations and provides timely feedback and guidance to optimize performance.  Ensures alignment of work programs with Divisional and Departmental goals.  Provides input to annual budgeting and planning activities.  Reports on Section performance against plans and progress on specific results. 
  • Communications:  Ensures timely information is prepared and provided to Bank employees regarding policy matters, travel information and general services updates.  Ensures Bank's portal and website information is current and easily accessible . Gives advice to all staff (including Country Offices) about consistent and equitable application of the relevant policy matters with regards to travel, shipping, and general services.

SELECTION CRITERIA:

  • Proven leadership ability, interpersonal and negotiation skills, written and oral communication aptitude, and high analytical, evaluation, and problem-solving capabilities.
  • In-depth knowledge of the international travel industry, including travel automation, the international shipping industry, and administrative services industry. 
  • Ability to provide strategic and tactical planning for the Section by anticipating future travel and general services needs and by assessing future travel and general services trends that may impact those needs. Analytical ability and quick decision-making are also required when addressing and seeking solutions to potentially sensitive situations.
  • Ability to plan and direct the work of the Section, with responsibility for its overall coordination with vendor agencies and contractors. This entails ability to continuously assess/evaluate the quality and cost-effectiveness of such services vis-à-vis the requirements of the Bank.
  • Ability to analyze constant changes in the travel and administrative services industries in order to determine their immediate impact on Bank activities and associated budgets, reduce risk if required, or adapt these changes to the needs and requirements of the Bank, coordinating/implementing resulting changes in policies and procedures.
  • Ability to develop statistics and meaningful reporting, and to capture and provide data to facilitate trends and projections and to respond to management inquiries.

Desired Skills and Experience

REQUIREMENTS

  • Master's degree in Business Administration, Management, Hospitality Services, Corporate Travel or related field or equivalent specialized training.  Contract Management experience is preferred.
  • Minimum of 10 years of relevant experience in the international travel and/or administrative services field. Experience in a supervisory/management capacity is essential. Must have strong conflict resolution and service recovery skills.
  • Languages: Proficiency in written and oral English and Spanish is required. Working knowledge of French and Portuguese useful.  Strong writing skills are a must.
