Job description

The Principal Pricing Analyst will act as Cost Volume Manager to develop a compliant and compelling Cost Volume. As a senior member of the pricing organization, this position will provide leadership, oversight, and support during the proposal development process from pre-RFP activities to proposal development/pricing, management reviews, negotiations, and audits.  This is a high-visibility position working in a deadline driven environment.  Detailed responsibilities include:

 

  • · Produce compliant, quality, responsive cost volume by planning, organizing, staffing,  directing, and controlling the activities required to deliver a quality product
  • · Effectively organizes and leads a Pricing Team to support large, competitive proposals for all phases of the proposal process – proposal development thru negotiations.
  • · Ensure that the cost volume meets all RFP/RFQ requirements and is compliant with the FAR and Raytheon’s estimating procedures
  • · Supports the development WBS dictionary, RAM and ensures all costs have  traceability throughout the cost volume
  • · Uses proposal analysis to impact proposal quality, cost realism and reasonableness via Basis of Estimating (BOE) reviews
  • · Lead cost proposal kickoff which includes the cost estimating instructions, ground rules, schedule, and other cost/pricing requirements
  • · Support color team reviews
  • · Verify consistency between the cost volume and other volumes
  • · Ensure proposal checklist is completed and supporting data is current, accurate and complete
  • · Support  proposal management personnel to develop Risk/Opportunity assessment/plan for the proposal
  • · Ensure all rates and factors including CERs are used appropriately in the proposal
  • · Ability to use advanced excel formulas to generate complex cost models
  • · Supports competitive analysis (Deal/Price To Win and Win Strategy)
  • · Support the development / preparation of management review Gate Package
  • · Demonstrates a thorough understanding of the current regulatory environment relative to the submission of proposals to the US Government (FAR, DFARS, TINA, CASB)
  • · Ability to work across teams, functions, businesses, and companies such as various levels of Raytheon leadership, inter-company transactions, and subcontractors, customers, and audit agencies
  • · Establish and maintain the official files of all estimate backup data or information
  • · Acts as the customer interface for issues concerning proposal development, fact-finding and negotiation
  • · Ensure adherence to estimating training for DFAR, FAR, CAS and CEM

Desired Skills and Experience

Required Skills:

 

  • Candidates must have 6 or more years of direct experience with Government Cost Proposals
  • Cost Volume lead experience.
  • In depth knowledge of FAR, DFARS, CAS, and TINA
  • Analytical individual with strong interpersonal and computer skills  
  • Excellent MS Excel skills; along with other MS Office products  
  • Proven ability to interface with Senior Management
  • US CITIZENSHIP with the ability to OBTAIN a TS/SCI Security Clearance is required

 

Desired Skills:

 

 Previous Pricing software use.

  • Government contracting experience.
  • Finance experience.
  • An active/current SSBI Security Clearance is preferred.

 

Required Education (including Major):

  

  • Minimum Degree: Bachelors degree required
  • Majors: Finance or related
  • An additional 8 years experience can be substituted for educational requirements
