The Chief Executive Officer is responsible for this member-focused, member-driven organization and will oversee the health care costs, delivery of high quality care, and enhanced consumer experiences.  Freelancers CO-OP of New Jersey is a social purpose mission-driven organization, which means that the business model is driven by a balanced focus on providing high quality, consumer-oriented coverage and financial sustainability.  The Chief Executive Officer is the leader for a service organization that mirrors the mission and core values of its sponsor company, Freelancers Union, as well as being responsible for the aggressive and successful growth of its membership.  Through a respectful, constructive and energetic style, guided by the objectives of the FCNJ Board, the Chief Executive Officer provides the collaborative leadership and vision necessary to guide the Freelancers CO-OP of New Jersey with a commitment to multiple generations in the future.  The Chief Executive Officer must be mindful of the role as the steward for future generations of members and not just the present.

Primary Responsibilities:

  • Focus on the double bottom line through such decision-making processes as investing in primary care and evaluating actuarial projections and proposed rate increases with an eye toward maintaining financial sustainability.
  • Instead of profit maximization, the core goals of the Chief Executive Officer is (1) financial sustainability and (2) commitment to mission.
  • Conduct targeted outreach to the population that falls in the middle—people who do not qualify for public health programs.
  • Maintain and build a broad network of cooperative relationships with similar groups committed to a social mission and culture.
  • Develop relationships with small businesses that are seeking affordable health benefits and will thereby expand the market size.
  • Part of the social mission is to have a longer-term horizon:  Instead of having private shareholders who receive a profit at year-end, research and development new ways for members to access affordable, quality health care today and in the future. 
  • Meet/communicate with board on a regular basis to review financial condition and advise on major policy issues.
  • Oversight of New Jersey DOI relationship
  • Review and sign off on all major contractual arrangements, vendor contracts, reinsurance, leases, hiring, etc.
  • Review and sign off on financial reporting, budgeting, and expenditures.
  • Enterprise risk management responsibility, in conjunction with outside counsel and other advisors, keep board apprised of major risks and contingencies the organizations faces.
  • Work with appropriate internal and external resources on oversight of all legal documents including; letters of agreement, contracts, leases, and other legal documents and agreements.
  • Establish necessary process, controls and oversight to support relationships with Department of Insurance, Better Business Bureau, and other regulatory bodies.
  • Lead regulatory compliance process and keep up to date with critical regulatory and legal issues and changes that have potential impact upon the Freelancers CO-OP of New Jersey.
  • Creating pathways for members to provide suggestions, concerns, and ideas directly to key managers using a model pioneered by the sponsor company, Freelancers Union’s subsidiary insurance company.
  • Collaborate with Freelancers Union other sponsored CO-OP’s Chief Executive officers.
  • Represent Freelancers CO-OP of New Jersey to NASCHO.
  • Manage the relationship at a high level with frequent and in-depth communications and reporting.
  •  Represent Freelancers COOP of New Jersey to CMS.
  • Oversight of required CMS reporting, loan disbursement and repayment.
  • Motivate and lead a high performance management team; attract, recruit and retain required members of the service team not currently in place; provide mentoring as a cornerstone to the mission and vision of the organization.
  • Ensure all critical decisions, dealing with leasing space, equipment, etc., are appropriate for the effective day to day operations.
  • Coordination with Providence
  • Assist with Board recruiting, development and logistics
  • Develop local business relationships to support and achieve healthcare delivery services, profitability, and the business goals and objectives of the Freelancers CO-OP of New Jersey.
  • Spearhead the development, communication and implementation of effective local growth strategies and processes to develop local membership activities.
  • Participate in local health ins industry based groups (e.g. HIX work groups)
  • Demonstrate a deep commitment to diversity.

Desired Skills and Experience


  • Experience in non-profit, labor and/or a socially responsible organization either through previous employment or as part of outside activity is considered favorable.
  • Strong health insurance operational experience preferred, preferably in core administrative or leadership areas. 
  • Ideal candidates will have 10+ years of progressive administrative experience with at least 5 years in leadership role at the director/executive level.
  • Experience managing diverse staff, membership and/or partnerships.
  • Demonstrated familiarity in financial planning and analysis, human resources and staff development, information technology, and regulatory/compliance along with a track record that includes many instances of effective collaboration.
  • Excellent people skills, with an ability to partner with a diverse and collaborative leadership team.
  • Minimum of a BA/BS required.  Advance degree or professional credentials desired.

Freelancers CO-OP of New Jersey (The CO-OP) is a new, nonprofit, member-driven health plan, empowered by federal health care reform. The CO-OP -- which stands for  Consumer Operated and Oriented Plan -- brings back the classic meaning of "insurance": workers joining together to build collective security and mutual support, free from the tethers of the profit-driven health insurance industry. Powered by consumer engagement and innovations in health care delivery, the CO-OP will begin providing coverage to New Jersey residents on the insurance exchange in January 2014.
