BASIC PURPOSE

Provide functional supply chain excellence leadership as the focal point for development and implementation of supply chain strategies to support BHP Billiton Petroleum's onshore drilling and completions services requirements.  Take ownership and accountability for identification of contracting requirements, development of market approach strategies, implementation of contracts and to maintain strategic supplier relationships focused on driving HSE best practice, optimisation of contracting services, standardization, and increased service levels for onshore drilling and completions services activities (i.e. fracing services, DD/LWD/MWD, completion services, and cementing) across BHPB Petroleum's onshore drilling and completion services activities.  

 

ACCOUNTABILITIES

·  Maintain strategic plans for the specific onshore drilling and completions services (i.e. fracing services, DD/LWD/MWD, completion services, and cementing) categories and measure progress against strategic plan.

·  Engage functional leadership in support of recommended strategies.

·  Provide insightful market intelligence for the strategic categories.

·  Develop strategic plans for strategic contracting

·  Negotiate Master Service Agreements (MSAs) and Commercial Agreements (CAs) with strategic suppliers as needed.

·  Facilitate strategic sourcing efforts as required.

·  Facilitate Supplier Relationship Management meetings quarterly at the operations level and bi-annually at the executive level supported by supplier profiles and performance scorecards.

·  Develop and execute contract negotiation strategies with suppliers.

·  Develop strong, performance-driven relationships with suppliers.

·  Assurance of global compliance with BHPB Corporate, CSG and Supply policies, procedures and statutory requirements.

·  Drive commercial contracting excellence and manage risk effectively.

·  Increased operational efficiencies by optimization of contracting services.

·  Improved relationships with internal customers, functional teams and other BHPB Sites.

·  Act as a market consultant to multiple supply and operations teams.

ROLES AND RESPONSIBILITIES

·  Develop and maintain strategic relationships with key contractors and suppliers to ensure best service, commercial terms, surety of supply and optimal leverage across all projects

·  Negotiate Master Service Agreements (MSAs) and Commercial Agreements (CAs) with strategic suppliers as needed.

·  Develop and maintain supplier profiles and performance scorecards for the key onshore drilling and completions services suppliers globally

·  Align contractual, commercial and risk guidelines and approval policies to ensure effective governance

·  Internal/ external benchmarking activities to achieve performance improvement (contract structure, incentive schemes, contractor management etc.)

·  Develop and implement KPIs in contracts to ensure benchmark performance from contractors (create and maintain supplier profiles).

·  Support the tendering process for strategic onshore drilling and completions services categories by coordinating scopes of work with customer groups and facilitating strategic sourcing efforts.

·  Oversees the contract execution and administration process to insure that it is being performed in accordance with contractual requirements and meets key performance metrics

·  Facilitate and resolve issues related to the managed onshore drilling and completions services goods and services supply contracts

·  Analyse reporting and project schedules to proactively address potential problems and manage risk. Investigates solutions and establishes project recovery plans.

·  Use negotiation skills to consistently resolve disputes. 

·  Develop and maintain viable long-term relationships with customers and contractors.

·  Awareness of onshore drilling and completions services operational activities ensuring that the contracts team is working closely with Contract Sponsors/Business Users and other functions to ensure contracting processes are implemented in timely fashion to meet business requirements (Contracting Strategies, Risk Assessments, Tendering Process, Negotiation, Contract Documents etc.)

Provide category and functional supply mentoring to contract specialists and procurement personnel as required.

Qualifications

·  University Degree.

·  MBA/Graduate Degree a plus.

 

Experience & Technical Competencies

·  Onshore drilling and completions services experience with an oil & gas operator or related service company—shale experience a plus.

·  Contract management expertise

·  A comprehensive understanding of the upstream E&P business

·  Advanced risk management skills

·  Superior problem solving skills

·  Superior influencing skills

·  Superior negotiations skills

Languages:  English Fluent

Skills:  Microsoft products, 1CMS and 1SAP are a plus
