A retired Naval Officer, Mr. Kulick has over 25 years government experience with tours including the National Reconnaissance Office in Chantilly, VA where he served as a Deputy Division Chief in the Operations Group within the COMM Directorate and as a Program Manager in the SIGINT Applications and Integration Office within the Signals Intelligence Directorate. Mr. Kulick is the recipient of the National Reconnaissance Office Bronze Medal for meritorious service. Notable accomplishments include selection as an Associate Fellow for the Chief of Naval Operations Strategic Studies Program and selection for the Naval Postgraduate School Center for Executive Education creative thinking course.
Mr. Kulick is a certified Project Manager Professional (PMP) with the Project Management Institute, Lean Six Sigma Black Belt Certification with Villanova University, a certified Program Manager and COTR with the National Reconnaissance Office, a DAWIA certified Program Manager (II) and a certified ITIL Practitioner in Release and Control (IPRC). Mr. Kulick holds multiple degrees to include a MS in Astronautical Engineering from the Naval Postgraduate School, a BS in Computer Science from the University of North Florida and a BS in Electronics Management from Southern Illinois University at Carbondale.
Elected to the Board of Directors for the Project Management Institute's Aerospace and Defense Special Interest Group (PMI A&D SIG) for the 2010 term, Mr. Kulick serves pro bono as Vice Chair, Communications, in support of improving member benefits, membership outreach and member collaboration across a geographically diverse membership base.

Naval Nuclear Power School is a nuclear engineering school operated by the U.S. Navy to train enlisted sailors, officers, and KAPL and Bettis civilians for shipboard nuclear power plant operation and maintenance on surface ships and submarines in today's nuclear navy.
