Wayne Horkan FBCS CITP, FIET CEng, FIoD, SMIEEE, is a talented, successful and experienced Technologist and Business Leader with an extensive career in IT / IS over eighteen years specialising in Architecture, Systems Engineering, and the composition, delivery, and implementation of ICT systems. Intelligent, enthusiastic, objective, and passionate, especially about technology and the people who enable the benefits it can bring.
Currently I offer Business and Technology consultancy services, via Horkan Consultancy Services Ltd., with my most recent contract being the definition of a Data Centre consolidation strategy for HSBC's global investment banking organisation, Global Banking and Markets (GBM).
Previously I spent nine years at Sun Microsystems, with the last three as Chief Technology Officer for the United Kingdom and Ireland, delivering project and programmes to Sun's largest and most prestigious customers and providing executive technology leadership to the UK organisation.
Outside of my daily work I am a Non-Executive Director at Street UK, a charity involved in tackling Social and Financial exclusion. As a Non-Executive Director I sit on the board of Street UK and actively participate in advising, coaching, and governing the Street UK management team.
Set technology direction & strategy, helping define Business Continuity plans & IT / IS implementations. Recently virtualised & consolidated the existing Microsoft (MS) based environment across a fully redundant VMWare virtualisation platform. Originally implemented the previous Wintel infrastructure (integral & in production for over 7 years).

Reviewed £80M integration programme for United Utilities (UU) Water: subsequently gracefully shut down, saving over £40M. Reviewed Vertex outsourcing bid to UU Water (£70M / 5 yr contract). Designed replacement HMRC Departmental Integration Server (DIS) with Software AG. Achieved Sun’s highest consultancy fee: for a Service Oriented Architecture (SOA) roadmap at HMRC.

Helped deliver Liberty enabled “Single Sign On” (SSO) to the UK Government Gateway (GG). Team leader developing a real world, functional, SOA pilot at HMRC. Trouble-shooter at the Cabinet Office “TrueNorth” Data Centre (£120M / 5 yr), incl. predictive systems management & automated provisioning. Successfully re-architected 1901 census website for Qinetiq & Public Records Office (PRO). Wrote the security policy for Cabinet Office Content Management System (CMS).
Chief Architect, & built business case, developing a DIS product to work with the UK GG: Sun UK's 1st profitable self developed product generating £20M+ (80%+ market share).
Developed a method of sizing & capacity planning complex / large scale systems from functional requirements, also developed a top-down approach to security policy definition.
