I've just joined the council at a time where there's a big focus on content delivery via the web via the Modernising Government initiative.
In the past 4 years, the council website hasn't changed and currently contains archaic web practises. Our team has taken a new direction and hopefully our professional experience will be taken into account as we look to deliver a "tax-payer friendly" website.
The focus must be taken off what we as developers, designers and stakeholders want the site to do and get back to the basics of asking who our customers are, what do they want to do and see.
This isn't just a technology issue, it's going to be about educating people within the organisation, showing them the benefits of modern web development tools and techniques.

Having started new media design initially as a hobby, I decided to start a course. The course covered the basics of web site design/coding, database integration with a latter focus on multimedia authoring using Macromedia Director and Authorware.
During this time I also worked on a web site called JamHotJukebox - a music e-commerce site for unsigned bands that focused on the new music download generation.
