Mike Sherman came to south Florida after completing a successful twenty-year career as a Naval Officer in the Navy’s Civil Engineer Corps (CEC) to join the staff of the Construction Management team responsible to the Florida Department of Transportation for the original $1.2 billion I-595/Port Everglades Expressway.
Since I-595, have had “hands-on” involvement on planning and design and construction projects for: the Florida Department of Transportation (inclusive of Florida’s Turnpike Enterprise); the Tampa-Hillsborough County Expressway Authority; Broward and Dade County Aviation Departments; Port Everglades; Broward County Metropolitan Planning Organization (MPO); and a P3 Concessionaire. As Project Manager on a “Technical Advisor” contract, planned the approach, coordinated and led the effort of staff in three offices to evaluate and document in a comprehensive report the asset condition of “Alligator Alley” for an International Consortium bidding on leasing Alligator Alley (I-75) for 50-years. Also led a multi-office team in the design of miscellaneous structures, lighting, signing and pavement marking, signalization and utilities coordination in support of a Prime Consultant’s design of a $30 million elevated viaduct connecting I-595 to Port Everglade.
Other project-related responsibilities included: providing Community Outreach consulting services on an FDOT District Seven Design-Build contract to reconstruct the decks of six bridges on the Tampa Cross-Town Expressway; and serving as Proposal Manager on numerous project pursuits.

Successfully completed assignment as the project manager for public involvement tasks on a multi-million dollar Project Development and Environment (PD&E) study on I-595 improvements. Led the successful pursuit of a General Planning Consultant contract for the City of Hallandale Beach and served as the project manager advising the City on new mixed-use developments. Other responsibilities included Business Development and serving as the company’s representative in the community and the south Florida market place.

Established Sverdrup Civil’s first consulting office (now Jacob’s Engineering) in South Florida, responsible for business development across the full spectrum of civil engineering projects. With the mission of diversifying Sverdrup’s client base and service lines and with only a local staff consisting of an Administrative Assistant until January 2000, personally responsible for building a backlog of projects in a Prime or in a sub consultant role that included: the design of a crane rail for Port Everglades; a transit study for the Broward County MPO; a water / waste-water project for Broward County’s Office of Environmental Services; and the widening of the Sawgrass Expressway for the Turnpike District.

Led HNTB’s design-review team responsible for the review of plans and specifications for an $800 million design and construction program at the Miami International Airport (MIA). The program was comprised of approximately 40 projects of modern “state-of-the-art” cargo buildings and related infrastructure including roads, airfield pavements and complex drainage systems.
Promoted to Head of the 16 person Aviation Engineering Department in the Miami office. August 1994 assigned the challenge of establishing HNTB’s Fort Lauderdale office as the Regional Manager for Business Development and project management. Successfully grossed more than $2.5 million in project fees in two and one half years.

I-595 Community Involvement Coordinator, ICF Kaiser Engineers: While serving on Kaiser’s Construction Management team, developed and directed a creative and cost effective program to enhance community and political understanding, and acceptance, of the impact on an urban area of the $600 million construction phase of the $1.2 billion highway program.
In that role, developed a Public Involvement Program, including initiatives that have become the model for Florida DOT’s Public Involvement Programs to this day. Coordinated directly with public agencies, city, county, and state level officials, their councils and planning staffs.
During the course of this project, represented the Florida Department of Transportation to the media and public as their I-595 project spokesperson, making more than 250 presentations to community, political, and private sector groups. Recognized for personal efforts and Community Involvement Program impact on the project by Miami Herald in both an editorial and a “Neighbor’s” section cover story.

As officer in charge of the Public Works Department, Naval Medical Command, Bethesda, Maryland, directed the 224 person Department responsible for engineering, utilities, roads, structures and capital improvement projects.
The medical campus is comprised of a 500-bed teaching hospital, DOD’s medical university, research and development facilities and related infrastructure. As Public Works Director, had authority delegated by the Navy to enter into design, construction and maintenance service contracts.
The Department successfully passed the Joint Committee on Accreditation of Hospitals 1982 rigorous survey for building, fire and life safety condition of the 933,000 square foot hospital.
Awarded the Navy's Meritorious Service Medal.

Responsible for planning, organizing and directing a 165 person department operating and maintaining physical plant for a 10,000 acre twin airfield training complex. As Public Works Director, had authority delegated by the Navy to enter into design, construction and maintenance service contracts.
Streamlined maintenance, engineering and contract management procedures that increased productivity measured by a 10% decrease in backlog of facility deficiencies despite level funding each year.

Responsible for directing a project management, design, contract and construction staff of 16 professionals in a design and construction management organization executing a $15 million multi-year program at naval bases throughout the Mediterranean.
Concurrently led an engineering team to protect the Navy’s interests in unique $3 million turnkey lease-construct contract. An elementary school, family and bachelor housing, and supporting infrastructure was designed and built in coordination with Italian contractor’s team, within time and money constraints during a period of spiraling inflation.
