My position includes all phases from project planning to implementation.
I coordinate the application of digital wireless technologies to the law enforcement environment, using commonly available products and services from national vendors, unique and customized software packages. I facilitate the connectivity between wireless digital networks and the municipal network.
Additionally, I maintain unique installations of SQL Servers in a Windows Server environment as well as specialized query servers used to transfer the data from the mobile environment to the main Records Management System for the police department. This same network of servers allows officers in the field to access our main records management system in a real time environment.
I designed and implemented a nationally acclaimed police messaging system. This system allows police officers to converse and discuss information across all shifts and in different units in support of our community policing initiative.
I designed and instituted a marketing strategy that increased positive exposure of the Portsmouth Police Department and the City of Portsmouth to the region and nationally. This included graphics design, layout and publishing in local newspapers and tabloids.
I am responsible for the videography, photography and subsequent compilation of that media into various presentation mediums including MS Power Point, DVD, and Flash. The resultant video presentations are used in department and city training films and as "proofs of compliance" for law enforcement accreditation.
I have written and presented a course of instruction dealing with the emotional trauma which many law enforcement professionals are subjected to due to the nature of the job. This course of instruction better prepares the law enforcement professional for the mental and physical changes he or she may experience during the course of their career.

As a police officer I am responsible for routine patrol duties including accident investigations, enforcing violations of traffic and criminal laws.
Within the law enforcement field I acted as a Field Evidence Technician/Crime Scene Investigator. I was responsible for the identification, collection, preservation, photographing and packaging of evidence at crime scenes. I testified in court regarding the evidence and the relevance of the evidence to the case being heard.
I also performed the duties and responsibilities of a Police General Instructor – I developed curriculum, created lesson plans, designed audio visual training aids and presented the information to veteran and recruit police officers.
I assisted in the initial deployment of mobile data computers to police cars, allowing officers to connect to local and national information services while in the field via cellular/digital connectivity conduits.

Electronics Technician on several radio frequency transmitting and receiving suites on US Navy warships. Additionally, I operated, programmed and maintained several mainframe computer systems.
Electronics technician instructor (general) and Electronic Counter Measures and Electronic Counter Counter Measures techniques and theory instructor. I created curriculum, lesson plans and audio visual aids and presented the information to members of the US Navy and other countries armed forces.
I designed and implemented a computer training module including live video from RADAR receivers allowing the students to accurately visualize what was being taught. This was thought to be the first active video teaching system used by the US Navy at the time.
