Robert Whetsel is a decorated war veteran, Open Source Visionary, and a Computer Scientist who has worked with technology since 1989. He is one of founders of the Open Business Foundation where he functioned as a Fellow for the Executive Guidance Team; a trusted advisor and mentor for senior management. Additionally, Robert served on the Steering Committee for the Governor's Workforce Investment Board Information Technology Cluster Initiative for the State of Maryland, and was one of the authors that crafted "Maryland’s Information Technology Industry Workforce Report and Recommendations", white paper http://www.gwib.maryland.gov/it/itrec.pdf. When he’s not pondering difficult, unmanageable problems, preferably those involving the philosophical debate of the Singularity, he’s pursuing a Doctoral degree in Artificial Intelligence; attempting to contribute to the creation of a conscious machine.

Develop and maintain a formal IS security program. Serve as a member and chair of the Configuration Control Board (CCB) at ARL-APG MD. Develop procedures for responding to security incidents, and for investigating and reporting (through proper channels to local management and the DAA) security violations and incidents, as appropriate for information systems within the boundaries. Act as liaison on matters concerning IS and network security to the Program Security Officer (PSO) and to the appropriate service component’s Information Assurance (IA) provider. Develop and oversee operational IS security implementation policy and guidelines. Implement and enforce IS security policies. Provide guidance and policy to all other IA providers within assigned area of responsibility. Maintain as required by the Designated Approval Authority (DAA), a repository for all system accreditation/certification documentation and modifications. Evaluate the applicability of countermeasures identified within weekly bulletins and advisories that impact security of IS under their purview to include: Air Force Computer Emergency Response Team (AFCERT), Army CERT (ACERT), Navy Computer Incident Response Team (NAVCIRT), U.S. Computer Emergency Readiness Team (US-CERT), Information Assurance Vulnerability Alert (IAVA), and Defense Information Systems Agency (DISA) Automated Systems Security Incident Support Team (ASSIST) bulletins. And, ensure development and implementation of an effective IS security education, training, and awareness program.
