Robert Pollard’s Summary

Since 1980, I have been pioneering the systematic application, promotion and facilitation of the use of information and communications technology in support of broad-based participation and access to and exchange of information for community-based and non-governmental organizations concerned with peace, justice, health and the environment at local, national and international levels.

For the past 18 years, beginning with preparations for the 1992 Earth Summit, my focus has been on facilitating communication, information exchange and networking within the UN NGO Community and NGO Networks, Committees & Caucuses. Following the 1996 Habitat II Conference, for which I assumed responsibility for designing and implementing the web site and communications strategy, much of my work has centred on the development and practice of information ecology as a holistic life science for a knowledge-based universe.

    Established library at Baltimore City Jail; developed/implemented methodologies that became model for Maryland prison law libraries; initiated education programs; designed/developed simple cataloging system managed by inmate staff; trained /supervised inmate volunteer staff, including basic law library research in State and Federal criminal law; supervised 7 full time & 5 part time posts under Public Service Employment Program of U.S. Comprehensive Employment and Training Act; developed/managed library budget; designed/implemented AV productions; supervised inmate newsletter & self-help programs. Developed microcomputer plans, training & recommendations; developed/edited Policy & Procedures Manual for compliance w/ State standards; published staff newsletter; produced AV materials for inmate orientation; in-house consultant to mid-level correctional & administrative staff; design/management of process for schedule for meals, recreation & other services to inmates.

    Principal focus on methodology, research design, data analysis, mathematical sociology, group dynamics, personality and interpersonal behaviour. Completed all Ph.D. requirements except for dissertation. Left academia in the context of active participation in the Vietnam peace movement, concerned with University ties with the military-industrial complex, and inspired by holistic approaches and the teachings of Lao Tsu

    Open Exhibition in Mathematics, Corpus Christi College; moved to Political Economy (aka Economics) for Part II, with a focus on microeconomics, Keynesian & Marxist theory and the problems of the failure of economics to account for external costs. I also took courses in sociology - at the time there was no Sociology department - that led to my Research Assistantship in Boston.
