Parker Elmore is the President & CEO of Primoris Benefit Advisors, Inc. and has over 20 years of employee benefit plan consulting experience to sponsors of both private and public plans.
Mr. Elmore is a Member of the American Academy of Actuaries, an Associate in the Society of Actuaries and is enrolled by the Joint Board for the Enrollment of Actuaries.
Mr. Elmore’s experience covers all aspects of qualified and non-qualified retirement plans and retiree welfare programs including the costing, funding and design of employee benefits. He also has an extensive background in the pension area including early retirement windows, nondiscrimination compliance and age-weighted profit sharing plans. In the retiree welfare benefit field, he has been working with corporate clients to manage and reduce those costs since the implementation of SFAS 106 in 1989. With the recent adoption of GASB 43 & GASB 45, those experiences will be quite valuable to the public sector community as they seek to learn from the experiences of the private sector.
Prior to founding Primoris Benefit Advisors, Inc., Mr. Elmore was employed at USI Consulting Group where he worked in their retiree welfare benefits practice prior to transitioning to becoming their defined contribution and executive compensation practice leader. In his retiree welfare benefits practice duties, he had a wide-range of responsibilities including the design, implementation, monitoring and administration of these programs for a wide variety of employers. While the upcoming implementation of GASB 43 & GASB 45 will differ somewhat from SFAS 106 due to the public nature of the entities as well as more likely funding scenarios, that experience will be valuable to such entities when discussing potential implementation strategies. The strategic issues will include pre-funding, generational taxpayer equity, cost-sharing, service minimums, age minimums, contractual flexibility and many other items.
