Authored Dissertation - "A History of the Initial Development of the 1982 Job Training Partnership Act" (June 1985)
Purpose of the study was to prepare a narrative account of the significant events and individual actions which had a direct bearing on the conceptualization, development, and initial enactment of the 1982 Job Training Partnership Act (JTPA). The study begins with events on May 19, 1981 with documented major congressional issues of concern in reformatting employment and training policies and detail criticism of the Comprehensive Employment Act (CETA). The study ends with President Ronald Reagan signing the JTPA act into law on October 13, 1982. Both primary and secondary data was collected.

Thesis: Co-Authored - "A Taxonomy of Cost Estimating Characteristics As Applied to An Aircraft Replenishment Investment Spares Model" (June 1976).
Research explored ways of improving cost estimating methodology by the development of a taxonomy of cost estimating characteristics which may be used as a guide in constructing and evaluating cost estimating models. A guide was developed on a framework of systems theory and applied to the construction of a conceptual model designed to estimate replenishment investment spares budgetary requirements for the Air Force Logistics Command (AFLC) in support of major weapons systems acquisitions. The taxonomy was then used to evaluate the conceptual model and the present AFLC replenishment spares model for fighter aircraft. The research demonstrated the usefulness of the taxonomy and concluded that budgetary estimates for replenishment investment spares could be improved.
