Computer scientist and former Distinguished Member of Technical Staff at Bell Labs - in 1993 introduced the World Wide Web to what is now Avaya and bootstrapped their participation in the IETF. Wrote open source ElectionAudits software used in the groundbreaking 2010 and 2008 election audits in Boulder County, Colorado. Major contributor to IEEE 1622 standards for election data interchange. With Internet2, co-organized the annual IDtrust symposium for 10 years. An Ubuntu Member on the Server Team and the Colorado Ubuntu Linux Team.

A long history of volunteering. Served on the Boulder Public Library Commission and Boulder's Energy Advisory Board. In 1993, co-founded the Boulder Community Network. Chaired the Information Technology team at KGNU for several years.

Consultant on the Colorado Risk-Limiting Audit Project (CORLA):

I paved the way for the State of Colorado to get a $230,000 grant from the Election Assistance Commission (EAC) to improve how elections are audited in Colorado. I helped get Boulder County to do their first audit in 2004, and led the audit of Boulder's 2008 general election, which broke new ground in transparency and efficiency. It used my open source ElectionAudits software to automate most aspects of the audit, other than the actual hand-counting of the selected batches. It also helped lead to the passage in the Colorado legislature of a law in 2009 to require risk limiting audits by 2014. In 2010 I led Boulder to perform the first risk-limiting audit to occur outside of California. All of this made the state a great candidate for the EAC grant, which led to the world's largest risk-limiting audit in Arapahoe County in 2013, using the highly efficient ballot-level method.

We went live in March of 1994, as a collaboration of folks from the University of Colorado's Journalism school, department of Computer Science, the Boulder Public Library, etc. Later we became a non-profit. The site still serves many community pages, but since web hosting requirements vary so much and it is so easy these days, we're not actively expanding.

In general I did "forward looking work" in the IT part of R&D, including development tools, internal communications mechanisms, participation in the IETF (Internet Engineering Task Force), Internet2, etc.

    • September 2008 to November 2010
    Team Members: Neal McBurnett, Hillary Hall, Philip Stark, Crytal Christman, Don Hayden

    Worked with Boulder County Clerk Hillary Hall and her staff to do pioneering election audits in Colorado. Provided independent evidence, based on sampling of paper ballots, that the election results were correct, using the ElectionAudits software that I wrote and released as Open Source. The 2010 audit was recognized as Colorado's first "Risk-limiting audit" and catalyzed support for changing the law in Colorado to require risk-limiting audits in all counties by 2014.
