Matthew is an experienced waste and procurement consultant that specialises in delivering cost reduction, service improvement and procurement programmes for UK waste authorities.

He has been the principal technical advisor on over a dozen waste and environmental service procurements with a combined estimated contract value in excess of £1 billion. This type of role requires a thorough understanding of the operational, financial, legal & contractual aspects of municipal waste, recycling and street cleansing services.

Matthew is a Chartered Waste Manager with over 18 years waste industry experience working with the public and private sectors. He is also a WRAP framework contractor and an elected CIWM North West Centre Councillor.

• Wycombe/ Chiltern Joint Waste Procurement

  Programme managed a competitive dialogue joint waste procurement programme which included:- competitive dialogue, a joint client side following TUPE transfer, and revised joint IT. The programme delivered savings of £1.5 million per annum on the start budget. A great team and a great result.

• Peterborough City Council - Procurement of Refuse, Recycling & Cleansing Services

  • January 2010 to December 2010
  Team Members: Matthew Heath, Steve Laird, Bob Wilson, Sarah Edwards, Richard Pearn, Robert Beaumont, Peter Appleton

  Technical advisor for the procurement of refuse, recycling and street cleansing services via the competitive dialogue procedure. Developed specifications for: alternate weekly collection (AWC) of recyclables, garden waste and residual waste; weekly food waste; bring sites; bulky waste; commercial waste; clinical waste; WEEE reuse centre; and street cleansing services. Dialogued with bidders on technical solutions and evaluated technical submissions at ISOS, ISDS and ISFT stages.
  
  This project was part of a larger outsourcing exercise with a potential contract value of £230 million over a 23 year period. The projected delivered 30% annual efficiency savings.
