If the past year has shown us anything, it's that we need to elect people who don't just talk about "change," but can actually deliver it.

That's why I'm running for Congress.

Throughout my career I've fought to make government more accountable and efficient. I've pushed for lower taxes and common sense fiscal policies. I've made the environment a top priority. And I've promoted equal rights for all.

We're facing a fiscal crisis the likes of which we've never seen before. President Obama has the courage and vision to fix our broken economy. As a proven leader who has delivered change, I can help him put our country back on the right track.

I support an immediate Economic Stimulus bill to create jobs now and to invest in infrastructure to serve our energy, transportation and communications needs for decades to come. I will push for transparency so that the American people can see exactly how their money is being spent and to whom it has been given.

I believe that Congress must provide a tax cut for working families who are struggling right now. I will work to increase unemployment benefits and extend food stamp and COBRA benefits.

As Commissioner, I never voted for a tax hike, and I’ll fight to cut your taxes in Congress. Like I’ve done for Cook County, I will fight to make sure that government contracts are competitive and will oppose wasteful, pork barrel spending.

I will work with President Obama to help ignite the Green Job revolution in this country. I support tax credits for hybrid and electric cars and will fight to reduce greenhouse gas emissions.

I proudly support workers' right to organize and will immediately cosponsor the Employee Free Choice Act.

I support civil rights and equal treatment of all Americans and am staunchly pro-choice.

    On February 17, 2009, the CHICAGO TRIBUNE endorsed me as "Democrats' best choice," noting that I have been "a forceful, persistent critic of...Todd Stroger," have "an outstanding record on human rights, health care and the environment," and have "sound ideas on reviving the U.S. economy, on national health care, on how to put people back to work."

    On February 14, 2009, the CHICAGO SUN-TIMES endorsed me as the "Right Choice," saying that "Quigley, 50, is that rare candidate who promises reform - and delivers. He's the real deal....Back in November, voters elected Barack Obama as part of a wave of change. Quigley is, in his own way, part of the same wave. A true instrument for change. Send him to Congress."

    Cook County Commissioner Forrest Claypool endorsed me, saying "No one has fought the old, failed politics of Todd Stroger longer or more effectively than Mike Quigley. Mike is just the kind of ally President Obama needs in Congress to change America."

    I teach courses on environmental policy, local government, and politics.

    I have always had a deep interest in and strong commitment to the environment. I have participated in clean-up and restoration projects in the Forest Preserves. My environmental policy course looks at the history of environmentalism, examines laws dealing with environmental concerns, and discusses the environmental issues and controversies that governments are addressing.

    I spoke on the Keynote Panel at Loyola's 2008 symposium on Moral Leadership.

    As Commissioner, I have earned a reputation as a reform-minded, fiscally responsible, independent Democrat who is a powerful voice for change.

    I battled wasteful spending and no-bid contracts. I issued eight reports detailing how to reinvent and green Cook County government. I voted against sales and parking tax increases and fought to make property taxes simpler, fairer and more transparent.

    I am a committed environmentalist. I sponsored all of Cook County's major environmental laws in the past decade and press to make sustainability a top priority.

    I support equal rights for all. I fought for domestic partner benefits for County and Forest Preserve employees and the County's Domestic Partnership Registry.

    I support women's rights. I pushed to increase access to abortion services, build a new Domestic Violence Courthouse that is safe for women and their children, and to increase funding to provide rape victims with specialized medical care and continuing assistance.
