Lonnie C. Rich received his law degree from Memphis State University in 1974, and began his legal career at the United States Department of Agriculture. He entered private practice in the City of Alexandria in 1981 and joined the existing firm of Rosenthal, Grimaldi & Guggenheim to form Rosenthal, Rich, Grimaldi & Guggenheim in 1987. In 1998, the firm became Rich Greenberg Rosenthal & Costle, LLP, in which Mr. Rich remains a principal. Mr. Rich has long been involved in the civic and community affairs of the City of Alexandria, which he served as an elected member of the City Council from 1991 through 2000. In 2008, Mr. Rich and his partner, Ed Rosenthal, along with Lana Manitta, Rick Dzubin, and Shannon Kroeger founded Rich Rosenthal Manitta Dzubin & Kroeger, LLP.

During Mr. Rich's early years of practice, he represented the Department of Agriculture, handling a wide range of personnel matters (grievances, adverse action, EEO complaints at administrative & judicial level). Almost every case involved issues of sovereign and/or official immunity as well as exhaustion of administrative remedies, exclusive remedies, proper parties, and other "technical" defenses. He represented the government in administrative proceedings to terminate federal assistance under Title VI of the Civil Rights Act; he was almost solely responsible for drafting proposed and final regulations under Title IX of the Education Amendments (prohibiting sex discrimination in federally assisted education programs).
