As a career intelligence professional with varied leadership experience, I seek to promote leadership education in the Intelligence Community by maintaining a website at "www.learntolead.net" providing complete materials for a course in "Leadership for Intelligence Professionals". The course materials are available for free use by educators and government organizational training departments or by motivated individual intelligence professionals pursuing their own personal -professional leadership development.

Continually develop and maintain the website LearntoLead.net in order to encourage and support Leadership Education for Intelligence Professionals and other related national security professionals. The site provides complete materials for a course: "Leadership for Intelligence Professionals" for the free use of educators and as resource materials for the use of organizational training departments or individuals pursuing their own personal professional leadership development. A several day PPT-supported course "Introduction to Leadership for Intelligence Professionals" is available to intelligence agencies to encourage organizational and individual use of the materials available on the website.

By researching, writing, speaking and working with the historian of the Delaware State Parks, providing the information and encouragement to required to create informational signs at the former locations of the Naval Communications Station 1898-1937, the Naval Section Base 1917-1921, the Naval Tropospheric Scatter facility 1960-1968, the Naval (SOSUS) Facility Lewes 1962-1971, and the Naval Reserve Facility 1971-1996.

Developed and taught a 30 semester hour elective course on Leadership in the Masters of Science in Strategic Intelligence curriculum to both military and civilian intelligence professionals of all agencies of the U.S. Intelligence Community. To support the course, developed a website to provide students with access to course materials and support e-learning sessions when students could not attend class because of operational commitments. The course was designated as meeting the leadership requirements of the Intelligence Career Officer Program.

After retiring from the government, Mr. Manthorpe served at the Johns Hopkins University, Applied Physics Laboratory attaining the rank of Professor as a consultant on intelligence and strategic planning as well as lecturing on Leadership in the Masters of Engineering Management and Reserve Officers Training Corps curricula.

Upon retirement from active duty, Mr. Manthorpe served as a Senior Executive in various positions. First as the Director of Net Assessment, then as Assistant to the Vice Chief of Naval Operations for Special Plans and then as the Deputy Director of Naval Intelligence. For service in those roles he was designated a Meritorious Federal Executive and awarded the Navy Distinguished Civilian Service Medal. During this period, he spoke on intelligence, strategy and leadership topics at most U.S. military colleges and at a number of major U.S. universities.
